At 7:40 p.m., the Board convened closed session on a matter relating to the acquisition of
real property pursuant to N.C.G.S. 143-318.11(a)(5). Commissioners Holmes, Frye, Kemp,
Haywood and Lanier were present. Also present were County Manager Richard Wells; Will
Massie, Finance Officer; Ben Morgan, County Attorney; Aimee Scotton, Associate County
Attorney; David Townsend, III, Public Works Director and Cheryl Ivey, Clerk to the Board.
David Townsend, III, Public Works Director, said that the County acquisition of the 69.64
acres of property adjoining the landfill that is owned by Charles Small, is imperative if the
County wishes to obtain a permit from the State for a regional landfill. This property would be
used for buffer purposes. Mr. Small's original asking price was $766,000. After negotiations,
Mr. Small has agreed to sell the property for $415,700.
By consensus, the Board authorized County staff to formally offer Mr. Small $415,700
for the property. If Mr. Small accepts the offer, the Board directed the Clerk to place this item
on the July agenda for the Board's consideration.
On motion of Frye, seconded by Lanier, the Board voted unanimously to end closed
session at 8:48 p.m.
