At 8:05 p.m., already in closed session on another matter, began closed session on a different
matter relating to the location or expansion of business in the area, pursuant to NCGS 143-
318.11(a)(4). Commissioners Holmes, Frye, Kemp, Lanier and Haywood were present. Also
present were County Manager Richard Wells; Will Massie, Assistant County Manager/Finance
Officer; County Attorney Ben Morgan; Aimee Scotton, Associate County Attorney; Amanda
Varner, Clerk to the Board; Hal Johnson, Planning Director and Bonnie Renfro, Randolph
County EDC President.
Bonnie Renfro, Randolph County EDC President, informed the Board that Vault Enclosures
is considering relocation and expansion to a vacant facility located at 1004 Old Thomasville Rd.,
High Point, but still in Randolph County. The long vacant facility is in need of an initial
estimate of $426,000 in repairs including roof repairs, HVAC, and electrical work.
She said the company has significant new business and needs to expand to a larger facility.
They currently employ eight with plans to add thirty to fifty new jobs in 2015. Wages will vary
from $10-$16 per hour. They offer opportunities for rapid advancement for employees that are
committed to work. The company had stated they wish to hire veterans; including disabled
veterans and dislocated workers needing a new start, and advised training assistance may be
required.
The company wishes to be considered for a Building Reuse Grant to assist with the cost of
renovations and the needed repairs to the facility. Ms. Renfro said the City of High Point may be
supportive of the project according to initial conversations with their EDC office.
Ms. Renfro said she has not been given additional company investment details, but said that
she hoped to have additional information soon.
