c031014 IV Project LibertyClosed Session IV (Project Liberty) March 10, 2014 At 10:06 p.m., the Board, already in closed session on another matter, began closed session on a different matter relating to the location or expansion of business in the area, pursuant to NCGS 143-318.11(a)(4) and to instruct the public body's staff or negotiating agents concerning the position to be taken by or on behalf of the public body in negotiating the price and other material terms of a contract or proposed contract for the acquisition of real property by purchase, option, exchange, or lease, pursuant to [N.C.G.S.143-318.11(a)(5)(i)]. Commissioners Holmes, Frye, Kemp, Lanier and Haywood were present. Also present were County Manager Richard Wells; Will Massie, Assistant County Manager/Finance Officer; County Ben Morgan; Aimee Scotton, Associate County Attorney; Cheryl Ivey, Clerk to the Board; and Bonnie Renfro, Randolph County EDC President. Bonnie Renfro provided the following update on the proposed Greensboro -Liberty megasite: • 736 acres under contract • 350 acres with contracts outstanding • 70 acres whose owners have requested contracts • 1 parcel has been purchased (mobile home on site under foreclosure) • Property owners offered 2.5 times the 2013 tax value • Outreach is ongoing • Site layout has been revised: Western border now Brown Meadow Road to Troy Smith Road on the east, with the railroad on the north and Starmount on the south. • City of Greensboro has commissioned water and sewer feasibility study by The Timmons Group (Timmons Group has been notified of Randolph County's interest in selling water for the project) • Infrastructure plan will be upsized to provide excess capacity to serve larger district than only a megasite • A utility presentation is scheduled for 3/14/14 • Greensboro and Randolph County representatives will attend a meeting on 3/19/14 to discuss inter -local agreement Ms. Renfro said that she would keep the Board informed on any new developments with this project.
