At 8:13 p.m., already in closed session on another matter, began closed session on a
different matter to consider the qualifications, competence, performance, condition of
appointment of a public officer or employee or prospective public officer or employee, pursuant
to [NCGS 143-318.11(a)(6)]. Commissioners Frye, Kemp, Lanier, Haywood and Allen were
present. Also present were County Manager Hal Johnson; Assistant County Manager/Finance
Officer Will Massie; County Attorney Ben Morgan; Associate County Attorney Aimee Scotton;
and Clerk to the Board Amanda Varner.
Chairman Frye said the Sheriff had recently announced his six-month leave of absence at the
request of his physician due to pneumonia but that the health of Sheriff Maynard Reid has since
declined and is in distress. Chairman Frye had asked County Attorney Ben Morgan and Staff
Attorney Aimee Scotton to discuss the NC General Statutes guidelines regarding an elected
Sheriff being unavailable or unable to perform their duties and the role of the Board if the office
were to become vacant.
At 8: 43 pm, on motion of Haywood, seconded by Allen, the Board voted unanimously to end
closed session and to return to open session.
