Closed Session I— Greensboro -Randolph Megasite Foundation, Inc. Agreement —February 1, 2016
At 7:30 p.m., the Board convened closed session in order to discuss matters relating to the
location or expansion of business in the area, pursuant to [N.C.G.S.143-318.11(a)(4)].
Commissioners Frye, Kemp, Lanier, Haywood and Allen were present. Also present were County
Manager Hal Johnson; Assistant County Manager/Finance Officer Will Massie; County Attorney Ben
Morgan; Associate County Attorney Aimee Scotton; Clerk to the Board Amanda Varner; EDC
President Bonnie Renfro and Richard Wiley, NC Railroad Co.
County Attorney Ben Morgan stated that the attorneys for Randolph County, the Greensboro
Randolph Megasite Foundation, Inc., and the NC Railroad Company would be reviewing and
negotiating an agreement to address marketing the site to a buyer or buyers, cross easements to each
other, ownership changes, and other contingency plans. Mr. Morgan stated he would send the initial
draft to the Board for review and input. He said a public hearing is required for this type of
agreement.
Mr. Wiley commented that it seems all parties are eager to think ahead and anticipate in this
collaborative effort. The Railroad will be closing on the properties they intend to purchase in March.
After discussion, the consensus of the Board was to set the required public hearing on this matter
for the March meeting.
