At 8:35 p.m., already in closed session on another matter, began closed session on a different
matter relating to the location or expansion of business in the area, pursuant to NCGS 143-
318.11(a)(4). Commissioners Allen, Frye, Haywood, McDowell and Kidd were present. Also
present were County Manager Hal Johnson; County Attorney Ben Morgan; Aimee Scotton,
Associate County Attorney; Amanda Varner, Clerk to the Board; and Randolph County EDC
President Bonnie Renfro.
Randolph County EDC President Bonnie Renfro said a client is considering the former Yates
Ham facility on NC 49 in Asheboro for a new food processing operation. This bank owned
building has been empty for a long time and will need repairs and renovations.
The company would open a slaughter operation to cut meat and package it for distribution.
They currently operate a facility in Caswell County that will be retrofitted and expanded in
conjunction with this cutting facility in order to provide custom meat and packaging. Ms. Renfro
said they are completing their due diligence and may close on the Yates Ham building within one
to two weeks. They are eligible for a Building Reuse Grant to repair and renovate the building.
She said this type of business is highly regulated. They have a strong reputation with the NC
Department of Agriculture and NC State.
The maximum grant potential is $500,000 which would require a 5% match/$25,000. The
City of Asheboro would be the grant applicant and seek County support for the 50% match
($12,500).
Ms. Renfro said they also operate a cattle ranch that does its own processing.
Commissioner Frye asked how they process and handle their waste. She said at their current
facility, it is collected and hauled off.
Ms. Renfro said she would keep the Board updated as the project progresses.
At 8:44 p.m., on motion of Frye, seconded by McDowell, the Board voted unanimously to end
closed session and to return to open session.
