MINUTES - April 6, 1981
The Randolph County Board of Commissioners met in regular session
April 6, 1981 at 9:00 A.M. with the following members present:
Richard K. Pugh, Chm., Kenyon Davidson, Richard Petty, Thurman Hogan,
and Bill Boyd.
The meeting was called to order by the Chairman, Richard K. Pugh.
Motion was made by Richard Petty, seconded by Thurman Hogan to approve
the minutes of March 2 and March 26, 1981. This motion was unanimously
approved.
Motion was made by Bill Boyd, seconded by Thurman Hogan to approve the
following road resolutions and the motion was unanimously approved:
Road Description Road addition -Country Place and Stonecrest Court in
the Westbriar Estates Subdivision(with Entrance onto SR 1321}
WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the County of Randol ph requesting that the above de-
scribed road, the location of which has been indicated in red on the attached
map, be added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that the
above described road should be added to the Secondary Road System, if the
road meets minimum standards and criteria established by the Division of
Highways of the Department of Transportation for the addition of roads to
the System.
NOW, THEREFORE, be it resolved by the Board of County Commissioners of
the County of __ga.nd_ol_ph_____ that the Division of Hicrhways is hereby requested
to review the above described road, and to take over the road for maintenance
if it meets established standards and criteria.
Road Description Creekvi_ew Drive, Oakview Drive, Pineview Drive and
Beech Circle in the_K�nwood Village_ Sub_division(Sections 5 & 6) with
entrance onto SR 1804 Riverview Drive in Section 5 of Kynwood Vi-Tlage)
WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the County of __g&nsi4_l.o4_requesting that the above de-
scribed road, the location of which has been indicated in red on the attached
map, be added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that the
above described road should be added to the Secondary Road System, if the
road meets minimum standards and criteria established by the Division of
Highways of the Department of Transportation for the addition of roads to
the System.

'Motion'was made by Bill,Boycd, seconded by Thurman Hogan to approve
the proclamations for "County -wide Youth Week" and "National Volunteer
Week in Randolph County". This motion was unanimously approved.

Motion was made by Richard Petty, seconded by Kenyon Davidson to re-
appoint Charles Teague and Sherrill Shaw to the Industrial Bond
Authority for a six year term, term to expire April, 1987. This
motion was unanimously approved.
Motion was made by Thurman Hogan, seconded by Kenyon Davidson to
appoint Dr. Bill Milner to the Randolph County Area Mental Health,
Mental Retardation and Substance Abuse Program Area Board to fill
an unexpired term, term to expire June, 1982. This motion was
unanimously approved.
Motion was made by Thurman Hogan, seconded by Richard Petty to
appoint Dr. Merceda Perry to the Randolph County Area Mental Health,
Mental Retardation and Substance Abuse Program Aread Board to fill
an unexpired term, term to expire June, 1982. This motion was
unanimously approved.
Motion was made by Thurman Hogan, seconded by Bill Boyd to re -appoint
Mrs. William (Ann) Trogdon to the Nursing Home Advisory Committee
for a three year period, term to end April, 1984 and Mrs. Jim (Nancy)
Tucker be appointed for a one year period, term to end April, 1982.
This motion was unanimously approved.
Lawrence Gatlin, Handicapped Citizens Coalition for Randolph County
presented a needs for accessability to public buildings.
Motion was made by Thurman Hogan, seconded by Bill Boyd to approve
the Mental Health budget adjustments and the motion was unanimously
approved. (included by reference).
Sherri •Swaney, Transportation Coordinator, presented"Evaluation
and Recommendations of Randolph County Transportation Development
Plan".
Motion was made by Thurman Hogan, seconded by Kenyon Davidson to write
letters to each of the participating agencies, Mental Health, Social
Services, Randolph Senior Adult Assoc. and the Randolph Sheltered Work-
shop expressing appreciation to each agency participating in the
Transportation program. This motion was unanimously approved.
Motion was made by Bill Boyd,seconded by Kenyon Davidson to approve
the moving of the Board of Elections to the old Finance Office,
making their office available to the Clerk of Court and to also
make available to the Clerk of Court, the County Manager's office
and the Commissioner's Board room. This motion was unanimously approved.
Billy Chilton, Tax Supervisor, introduced a permanent listing system
for real property.
Richard Petty made the motion, seconded by Thurman Hogan to approve
the permanent listing system for real property. This motion was
unanimously approved.
Motion was made by Kenyon Davidson, seconded by Thurman Hogan to
approve the following budget adjustments and the motion was unanimous-
ly approved:
