NORTH CAROLINA 27203 919-629-2131 1779„< RANDOLPH COUNTY PLANNING BOARD MINUTES September 17 , 1980 The Randolph County Planning Board met on Wednesday, September 17 , 1980 , at 1 :00 PM, in the Board of Commissioners Meeting Room, County Courthouse , Asheboro , N . C . The following members were present : Don Hancock , Chairman ABSENT Ray Farlow, Vice-Chairman Lorene Walker , Secretary Jim Newton (illness) Andrew Lueker Elmer Routh Doyle Stout Hal Johnson, Admin. Officer 1: Elmer Routh made the motion, seconded by Doyle Stout , to approve the Planning Board Minutes for the month of August 20 , 1980 . This motion was approved. .... 2 : Andrew Lueker made the motion, seconded by Doyle Stout , to approve the Preliminary Subdivision Plat of Hickory Hills Subdivision, SR 2828 ; Grant Township; 12 Lots ; Kay Delk, Owner & Developer. This motion was approved. 3: Worth Coltrane , Attorney, Asheboro , N. C . appeared before the Planning Board to request that a Variance be granted to Meadowdale Acres Subdivision, Section 2 , Cedar Grove Township ; J.W. Plummer & Worth Coltrane , Owners ; to allow development of Section 2 without complying with the current Subdivision Ordinance that requires paved public roads to front on every lot in a subdivision. Mr. Coltrane advised the Board that Meadowdale Acres Subdivision was previously plated in the Register of Deeds office in April , 1974. This was before the County' s current Subdivision Ordinance was adopted April 23 , 1974. The Subdivision was recorded April 17 , 1974 . Mr. Coltrane advised that the Section 2 was part of the previously recorded Subdivision but had not been recorded due to the poor economy of the time. He asked that a Variance be granted on the grounds that the new section was an extension of the Subdivision recorded in 1974 . Every other aspect of the Subdivision would exceed County requirement except the roads . Lorene Walker made the motion, seconded by Andrew Lueker, that a Variance be granted due to the fact that the Section 2 was in fact part of the Subdivision recorded in April 17 , 1974. This motion was passed unanimously by the Planning Board. Mr. Coltrane was advised that State law required a Disclosure Form and Statement be issued to all property buyers advising them that the road was not a public street . Mr . Coltrane advised that he would comply. 4: Elmer Routh made the motion, seconded by Ray Farlow, to approve the Final Plat of Cedar Fork Creek Subdivision , Back Creek Township , Phill and Clegg Pritchard, Owners . This motion was approved by the Board. RANDOLPH COUNTY PLANNING BOARD MINUTES - Page 2 September 17 , 1980 5 : Andrew Lueker made the motion , seconded by Doyle Stout , to approve the Final Plat of West Briar Estates Subdivision, Cedar Grove Township , H.T. Rogers & LeRoy Hunt , owners . This motion was approved. 6 : Lorene Walker made the motion , seconded by Elmer Routh, to approve the Final Plat of WoodLind Hills , Section 2 , Trinity Township . This motion was approved. 7 : Andrew Lueker made the motion, seconded by Doyle Stout , that the Final Plat for B.A. Hopkins & J.P . Thomas Subdivision, Columbia Township , be delayed until it could be determined if a creek or stream as shown on the survey locator map was running through the subdivision area. If this was the case, lot size and building area could be affected. This motion was approved by the Board. 8 : David McBride, Staff Planner , Piedmont Triad Council of Governments , Greensboro , N . C. was present at the meeting and he was introduced to the Planning Board. Hal Johnson advised the Board that the County was in the process of contracting with the Council of Governments so that professional planning experience could be made available to the County. Mr. McBride advised the Planning Board that if the County contracted with the PTCOG one of his main roles would be to assist County Administration and attend Planning Board meetings in an advisory capacity . 9 : Being no further business the meeting was adjourned. 1 : 55 ////!//////// /////////- - ///////////////////!////////!//////////////////// Hal Johnson ;'� .� =` .'
