MINUTES
Wednesday, June 29, 1983
There was a meeting of the Randolph County Planning Board on Wednesday, June 29,
1983 at 1:30 p.m. in Courtroom B, located in the County Courthouse, 145 Worth Street,
Asheboro, North Carolina. The following members were present:

1. Doyle Stout made the motion, seconded by Terry Coble to approve the minutes of
the April 20 Planning Board Meeting. This motion was approved.
2. Henry Darr, newly appointed member from Trinity, North Carolina was given the
oath of office by John Skeen, Clerk of Superior Court, Randolph County, N. C.
THE FOLLOWING REQUESTS FOR RE-ZONING WERE CONSIDERED BY THE PLANNING BOARD AND WILL
BE FORWARDED TO THE BOARD OF COUNTY COMMISSIONERS FOR PUBLIC HEARING AND DETERMINATION
ON JULY 11, 1983:
1: Danny Charles Davis and Deborah Lou Davis, Route 1, Trinity, North Carolina,
requested a Conditional Use Highway Commercial re-zoning at the intersection of
Finch Farm Road and Blacksnake Road to allow the construction of an antique shop
adjacent to their residence. Zoning Map 1-2; Trinity Township; Tax Map 0-1; Lot 18;
Parcel 19-05729.
Mrs. Deborah Davis attended the meeting and addressed the Planning Board concerning
the request. Mrs. Davis said that the Antique Shop would be an addition to their
existing home and would not involve any lighted sign with moving parts. Adequate
parking space would be provided to customers, and the business would be a family
operated enterprise with no employees other than their immediate family.
No person attended the meeting to express opposition to the request.
Doyle Stout made the motion, seconded by Joyce Davis to recommend that the Board
of County Commissioners approve this request. This motion passed.
2: David A. and Dorothy McPherson, Route 6, Asheboro, North Carolina, requested a
Conditional Use Highway Commercial re-zoning on property located on Crestview Street,
Grant Township; Zoo Zoning Area; to allow the construction of a Woodworking Shop.
Deed Book 1099; Page 645, Randolph County.
Mr. and Mrs. McPherson were not present at the Planning Board meeting. As a
result, Doyle Stout made the motion, seconded by Terry Coble, to table the request
for re-zoning to allow the property owners to appear before the Planning Board. This
motion passed.
3: Eugene Langston, High Point, North Carolina, requested a Conditional Use Light
Industrial re-zoning on property located on the east side of Mendenhall Road below
State Road 1614; Trinity Township; Zoning Map 1-1; Tax Map D-l; Parcel 55A1 to allow
the construction of an automobile Salvage & Junk Yard.
Attorney Alan Pugh, representing Mr. Langston, presented the Planning Board with
a detailed map and pictures of the area to indicate that the general land use in the
area was industrial. The property is currently zoned Light Industrial and because the
property is a large hole consisting of approximately 5 acres that a previous owner had
scooped dirt out of and sold as field dirt, the use of the land has been severely
restricted for construction purposes. The most viable alternative for the property
would be for use as a Salvage or Junk Yard as is allowed in such industrial zoning
district classification. Mr. Pugh asked that his client be given a conditional use
light industrial re-zoning with appropriate buffer zones to allow the operation of a
junk vehicle storage yard.
Don Gurley, 408 Wedgewood Street, Archdale, North Carolina, addressed the Planning
Board on behalf of residents in the area in opposition to the request. Mr. Gurley
presented the Board with a Petition of residents in the general area that opposed

the re-zoning request. Mr. Gurley asked that the Board act as if the junk yard was
�-� being placed next to their homes. Mr. Gurley said that he felt that the property
around the site was residential and that the area should be protected.
After review and discussion, Doyle Stout made the motion, seconded by Terry
Coble, that it be recommended to the Board of Commissioners that the Conditional
Use Light Industrial Re-zoning be approved for an Automobile Salvage and Junk Yard
with appropriate buffer zones and screening to adjacent property. Doyle Stout,
Terry Coble, Joyce Davis, and Ray Farlow voted for the motion; Henry Darr voted
against the motion; the motion passed.
4: Robert L. and Carlene Corn, Trinity, North Carolina, requested a Conditional
Use Light Industrial re-zoning on approximately 2 acres located 1 1/3 miles off
Highway 62, on State Road 1564; Trinity Township; Deed Book 1087; Page 641; Zoning
- Map 2-2; to construct a Furniture Parts Manufacturing Plant.
Robert Corn was present at the meeting and asked if the Planning Board would
consider postponing his request for re-zoning because he was not prepared at the
present time to present his case.
Because of Mr. Corn's -request, Joyce Davis made the motion, seconded by Ray
Farlow, that Mr. Corn's request for re-zoning be postponed until such time as he
resubmits his request to the County and the public hearing procedure be followed
again. This motion passed.
5: John David Allred, Route 1, Franklinville, North Carolina requested a Conditional
Use Industrial re-zoning to allow the operation of a Used Auto Parts Business on
approximately 8 acres located on Crestview Drive, Grant Township; Zoo Zoning
Environmental District RS; Deed Book 1121; Page 144.
Several residents of the area attended the Board meeting to oppose the request .
L. M. Byrd; Ann Powell; Jane Lewis; spoke against the location of an automotive junk
yard in the zoo zoning environmental district. The residents of the area said that
the area was residential and should remain so as is currently zoned by the county.
After review and discussion, Doyle Stout made the motion, seconded by Ray
Farlow, to recommend that the Board of Commissioners not re-zone the property.
This motion passed.
6: Lewis and Lorraine Smith, Route 1, Trinity, North Carolina, requests a Variance
from the Zoning Ordinance Dimensional requirements to allow the placement of a
Mobile Home within 10 feet of the property line located on Nola Street, Trinity
Township; off of State Road 1824; Tax Number G6; Lot 20; Zoning Map 2-2.
Nancy Blair, Archdale, North Carolina, attended the meeting to represent
the Smith's who could not be present at the meeting. Mrs. Blair explained how
a recent survey of the property had determined that one of the mobile homes was
one foot across the property line and had been so for several years . Mrs. Blair
asked for a Variance so that the property could be sold after moving the mobile
home onto the correct property line. The mobile homes had been on the property
for several years prior to the survey that showed the error.
After discussion, Joyce Davis made the motion, seconded by Terry Coble,
to allow the variance from the zoning ordinance to place a mobile home within
ten feet of the side property line. This motion passed.
7: Being no further business the Planning Board adjourned at 3:00 p.m.
