06JunePB MINUTES RANDOLPH COUNTY PLANNING BOARD June 20, 1984 There was a meeting of the Randolph County Planning Board on Wednesday, June 20, 1984 at 1: 30 p.m. in Courtroom B, Randolph County Courthouse, 145 Worth Street, Asheboro, North Carolina. The following members were present: Doyle Stout, Vice-Chairman ABSENT Ray Farlow Don Hancock Tal Harrison Terry Coble Charles Adams O. H. "Bud" Osborne 1. Acting Chairman Doyle Stout called the meeting to order at 1:30 p.m. 2. Terry Coble made the motion, seconded by Tal Harrison to approve the minutes of the March 28, 1984 Planning Board meeting. This motion was unanimously approved. 3. Newly appointed Planning Board member O. H. "Bud" Osborne was introduced to the Board. Mr. Osborne was appointed by the Board of County Commissioners to fill the unexpired term of Henry Darr, ending the 1st Monday of January, 1986. O. H. "Bud" Osborne was administered the Oath of Office by John Skeen, Clerk of Court, Randolph County. 4. REQUESTS FOR RE-ZONING A. Joseph R. Edwards, 3038 Green Valley Road, Asheboro, North Carolina, Grant Township; Zoo Zoning District; is requesting a Conditional Use - Light Industrial re-zoning on approximately ' acre of land located behind his residence that would allow him to construct a 30 x 50 addition to his existing workshop. After review and discussion Terry Coble made the motion, seconded by Tal Harrison that the re-zoning request be approved with the following special conditions: 1. The expansion of the existing workshop will be limited to the 30 x 50 addition. 2. No lighted signs permitted on the property. This motion was unanimously approved by the Planning Board and will be forwarded to the Board of County Commissioners for final approval. B. Howard Realty, High Point, North Carolina, requested that approximately 20 acres of land located on Uwharrie Road (SR 1{1612) ; Zoning Map 1-1_ Tax Map D-002-005; Trinity Township; he re-zoned from Residential-Suburban to Conditional Use - Light Industrial. It was the desire of the applicant to expand an existing automotive Junk Yard established in 1978 prior to zoning restrictions to include the total 20 acre tract. Several residents of the area attended the Planning Board meeting to express their opposition to the expanding automotive junk yard. A petition was presented to the Board that was signed by approximately 100 people in the area opposed to the junk yard expansion. The principle reason for opposition was that the property owners were burning tires in conflict to state law and that the junk yard contributed to rats, snakes, vermin, and other health problems in the area. Charlie Casper, Attorney At Law, representing the D. A. Dowdy estate totaling approximately 80 acres adjoining the property expressed the intention of the owners to not oppose industrial development in this area. However, his clients would object to a commercial use, such as a junk yard with tire burnings that would adversely effect the use of their pronerty. Kenneth Howard, Howard Real Estate, High Point, North Carolina, and represented by Clark Bell, Attorney At Law, advised that hewas willing to follow any special conditions that would allow his use of the property as an automotive junk yard and would be compatible with existing industrial and residential land uses. �-� After review and discussion, Doyle Stout made the motion, seconded by Charles Adams to delay action on the re-zoning request until such time as the County MINUTES RANDOLPH COUNTY PLANNING BOARD JUNE 20, 1984 PAGE 2 Health Department could investigate the specific complaints of area residents. This motion was passed unanimously by the Planning Board. The request for re-zoning will be re-scheduled for the August Planning Board meeting. C. Gilbert Townsend, Trinity, North Carolina, requested that approximately 6 acres of land located on Blacksnake Road, State Road #1556; Trinity Township; Zoning Map 1-2; be re-zoned from Residential Suburban to Conditional Use - Light Industrial, that would allow the existing grocery store to expand so as to allow the storage and exchange of transfer truck trailers. Several residents of the area attended the meeting and expressed strong opposition to the storage of transfer trailers and trucks on this property. A petition signed by approximately 250 members of the community was presented in opposition to the request. After review and considerable discussion, Terry Coble made the motion, seconded by Charles Adams, to recommend denial of re-zoning based on the following reasons: • 1. Basic Residential character of the area. 2. Possible safety problems resulting from transfer truck trailer exchange and storage. 3. No special conditions could be attached to the re-zoning request that would ease these existant problems. This motion was passed unanimously by the Planning Board. 5.
