There was a joint meeting between the County Planning Board and the
Randolph County Board of Commissioners on Monday, January 19, 1987, at
7:00 p.m. in the Public Library Conference Room, Asheboro, N. C. All
County Commissioners were present. The following Planning Board members
were present:

1: Hal Johnson, Planning Director, gave an overview of the proposed County
Zoning Ordinance and the following recommended changes were outlined:
A: RR- RESTRICTED RESIDENTIAL DISTRICT
The purpose of this zoning district is to provide a place for low density
single family residential housing uses. This district would only allow site
built homes and Class A Double Wide manufactured homes on a permanent foundation.
Apartments, mobile home parks, single wide mobile homes, and other types of
residential development would not be allowed in this the most restricted County
residential zoning district.
B: RM - RESIDENTIAL MEDIUM DENSITY DISTRICT
The purpose of this district would be to provide a place for all types of
residential development; including single wide mobile homes; mobile home parks;
apartments; and site built homes.
NOTE: The current County Zoning Ordinance allows any type of residential
development (single wide mobile homes; site built homes; apartments;
duplexes; etc. ) on individual lots in all zoning districts.
C: RURAL FAMILY OCCUPATIONS OF COMMERCIAL NATURE - SPECIAL USE PERMIT ONLY
This recommended change in the current zoning ordinance was developed be-
cause since 1979 we have seen that in rural Randolph County there are many
family type businesses that are located on the property where the owner resides.
In most instances a rezoning to one of the commercial property designations
would not be appropriate. The new proposed zoning ordinance would handle this
type of rural development through a Special Use Permit review by the County
Planning Board.
D: WATERSHED OVERLY ZONE
This will be a new feature of the proposed County Zoning Ordinance. The
Watershed Overly Zone is designed to protect the water reservoirs of the
municipalities in the County. It will establish the minimum setbacks; lot
sizes; and the types of development that can occur within the designated areas.
This new Watershed Overlay Zone should be ready for Board of Commissioner
consideration in March, 1987.
Randolph County does not currently have watershed protection zones in the
current zoning regulations.
E: FIRST ENVIRONMENTAL DISTRICT (El) N. C. ZOO
There have been no changes made in the First Environmental District that
surrounds the N. C. Zoo other than the following:
A: Only Class A double wide mobile homes will be allowed in this E-1
District. The Class A Mobile Homes must be on a permanent foundation.

F: BILLBOARDS
Billboards are allowed only on the Commercial zoned Districts. No
billboard shall be located within 50 feet of a residential district. There
shall be a minimum radious between billboards of 1000 feet.
Billboard dimensions: 672 sq. ft. on highway with 4 lanes or more
400 sq. ft. on 3 or 2 lane highways
NOTE: The current County zoning ordinance does not regulate the distance
between billboards in commercial districts or the specific size
pertaining to roads.
2: Ginger Booker, Staff Attorney, Piedmont Triad Council of Governments,
reviewed details of the proposed Ordinance. The Piedmont Triad Council of
Government are technical consultants of the County in preparing the updated
Zoning Ordinance and Land Development Plan.
Among the items discussed by the Boards was the need to clarify bill-
board and sign regulations and to better define what would be considered a
junkyard in areas of County zoning jurisdiction.
The Board of Commissioners established February 17, 1987, as the date
for a Community Meeting to be held at the Liberty Elementary School
Cafetorium.
3: Being no further business, the Boards adjourned at approximately 9:00 p.m.
