1 . Chairman Phil Brower called to Order the Randolph
County Planning Board meeting at 7 : 00 p.m.
2 . Roll call of Board members : Phil Brower, Chairman,
present; Aweilda Williams , Vice Chairman, present; Jim
Routh, present; Lynden Craven, present; Charles Adams,
present; Bill Dorsett, present; Doyle Stout, present;
Maxton McDowell, Alternate, absent; and Arlie Culp,
Alternate, absent.
3 . Lynden Craven made the motion, seconded by Bill
Dorsett, to approve the Minutes of the Randolph County
Planning Board Meeting on February 2 , 1993 . The motion
passed unanimously.
4 . REZONING REQUESTS:
A: ALLEN BULLARD, Agent, Asheboro, North Carolina, is
requesting that 29 . 2 acres located at the corner
of Old Liberty Road/Millboro Road, Franklinville
Township, be rezoned from Residential Agricultural
to Residential Restricted. Zoning Map #7774 . It
is the desire of the applicant to use the property
for a residential development of 9 lots .
Vice Chairman Aweilda Williams excused herself
from this request due to her absence at the last
Board meeting in which this case was originally
heard.
Allen Bullard expressed concern of members of the
Community planning to purchase this property if
the request was denied. Bullard stated that he
felt people were against this request (in last
month' s meeting) because they thought this request
was intended for a mobile home park. Bullard
expressed his intentions of developing a
residential subdivision for site built or modular
housing and no manufactured homes . Bullard
discussed his definition of rural integrity and
positive growth factors for Randolph County.
Bullard described Franklinville Township of having
a problem with a negative growth factor because
there are no new housing subdivisions for people
to construct new homes. Bullard stated that
Franklinville Township had a negative growth

factor of over 300% along with Grant Township and
other areas in Randolph County. Bullard stated
that Cedar Grove Township and Back Creek Township
had positive growth factors due to site built
subdivisions being approved in those areas.
Bullard said he felt the Zoning Ordinance should
be carried out as written and if the request is
denied it would be only because of the amount of
opposing citizens present at these hearings (not
because of the ordinance) .
JANET JOHNSON, adjoining property owner, discussed
concerns of the adverse soil conditions and well
water problems of the area. Johnson asked for a
show of hands of all the people present from this
area that has experienced septic tank and/or well
water problems - approximately 25 residents .
Johnson expressed concern not only for their
community but other rural areas of Randolph
County. Johnson stated their investments were not
just monetary but also emotional. When lifestyle
is changed by dense rural subdivisions occurring
in areas that don't provide city services it is a
great shock to the Community. Randolph County
needs a plan for natural progression so
development can evolve and not just spring up over
night, this way the Community can absorb growth.
Johnson described this community as an
unincorporated rural neighborhood that only has
the County Board of Commissioners to look toward
for protection. Johnson asked for an intense
study of Randolph County of how we should grow.
LIBBY WARD, Franklinville, expressed concerns of
mis-information being presented to the Board about
their Community. Ward stated that the citizens
are concerned for their community but have been
nothing but considerate to Mr. Bullard.
THERE WERE APPROXIMATELY 100 PEOPLE PRESENT IN
OPPOSITION TO THIS REQUEST. Approximately 60 of
these people lived within 1 mile of this site.
MELODY WALKER, Franklinville, (11 years old)
addressed the Board. Walker stated this request
had been an assignment for her class at school.
Walker stated that her class felt this request
should not be approved because their school is so
crowded that they have mobile classrooms now and 3
more will be added for next year. Walker said
that it is our responsibility to protect the
environment, that this is the only earth God has
given us and we should take care of it. Walker
talked about the added traffic and dangers this
would cause going to the mailbox.
Hal Johnson asked Melody what grade at school she
was in - she answered 5th. Johnson asked her
teachers name - she answered Shirley McClain.
Johnson asked if this was the largest group she
had talked in front of - she answered yes - he
told her she sure did a good job.
Charles Adams, Board member, stated that this is
his 13th year as a Board member and during this
time he has seen lots of members come and go.
Adams described this Board as some what of a
volunteer organization and that the Board he is
serving with now is more sensitive to the wishes
and concerns of the people than any Board in the
past. Adams described his community as diverse
with industry, houses, mobile homes, a junkyard,
and a massage parlor. Adams said that prior to
becoming a Board member he attend these type
meetings and went away with the feeling that he
was not listened to and ignored. Adams told the
audience that this Board tries to make the best
decision possible for the good of the community.
Adams said that when his area was zoned he made
sure it was zoned Residential Restricted because
this is the most restricted zoning district in the
County. Adams stated that in this 13 years he has
discovered that the Board cannot make everyone
happy but the Board will make the best decision
within the law for the Community.
Lynden Craven stated that being present at the
last meeting and going over all the evidence,
Bullard has reduced his request from 17 lots to 9
lots and then to 7 lots . Craven made the motion
to recommend to the Commissioners this request of
7 lots with a minimum lot size of 3 acres be
approved with the stipulation that if a lot does
not perk it will be combined with adjoining lot.
Craven also asked that the Health Department do
some preliminary soil testing prior to the
Commissioners meeting in April. Doyle Stout
seconded this motion, the motion passed
unanimously.
B: PAUL DUNCAN (Elizabeth Koonce, Attorney) ,
Archdale, North Carolina, is requesting that 7 .70
acres located at the end of Surratt Drive, Trinity
Township, be rezoned from Residential Agricultural
to Light Industrial . Zoning Map #7707 . It is the
desire of the applicant to use the property for
industrial development.
Beth Koonce, Attorney, was present representing
the applicant. Koonce presented maps of the
property and explained that her client planned to
located "Bryant Electric" at this location.
Koonce described Bryant Electric as an industrial/
commercial electric service (i.e. of clients RJR,
High Point Hospital, Walmart, etc. ) . There would
be little or no outside storage of equipment other
than vehicles and 90% of there operation is handle
off the site. None of the operation requires
hazardous materials or chemicals .
WAYNE GARNER, member of Upper Uwharrie Stream
Watch, stated that he doesn' t object to the
property being rezoned but feels the property
within the floodzone should not be zoned
Hal Johnson explained that no development would be
allowed within the floodzone.
Jim Routh made the motion to recommend to the
Commissioners that this request be approved as
consistent with the Land Development Plan.
Charles Adams seconded the motion, the motion
passed unanimously.
C: ELLEN NEWMAN, Randleman, North Carolina, is
requesting that 10. 4 acres located on Newman Trail
(off W.O.W. Road) , Randleman Township, be rezoned
from Residential Agricultural to Residential
Mixed/Conditional Use. Zoning Map #7764 . It is
the desire of the applicant to develop a 10 space
mobile home park.
Ellen Newman presented the Board with a plan of 2
mobile homes to be added to her property that
currently has 4 mobile home residences . Newman
stated that her request of 10 spaces (total) would
be a long range plan. Newman said she has 2 wells
on the property and 1 of them currently services
all 4 of the homes on the property. Newman said
the junk vehicles would be moved behind the shop
and and will be screen fenced from view. Newman
said she would clean the property up (no junk
vehicles) and bring the road up to minimum state
standards.
There were 2 people present concerned about the
junk vehicles located at this site.
Lynden Craven made the motion to recommend that
this request be approved for 2 additional spaces
(not the requested 10) with the conditions that
the junk vehicles be removed and the private road
be brought up to minimum standards . Charles Adams
seconded this motion and the motion passed
unanimously.
D: TONY HURLEY, Asheboro, North Carolina, is
requesting that 1 acre (out of 12 acres) located
on Old Liberty Road (just east of Little Point
Road) , Franklinville Township, be rezoned from
Residential Agricultural to Highway Commercial.
Zoning Map #7773. It is the desire of the
applicant to construct 2 buildings (40 ' x 60 ' &
20 ' x 32 ' ) to operate an automotive body repair
business.
Tony Hurley was present and explained his
intentions to build his residence at this
location. Hurley stated that the business would
be for himself and his wife. Hurley stated there
would be not permanent storage of junk vehicles
and the business would not be visible from Old
Liberty Road. Hurley said all liquid waste would
be recycled.
There was no one present in opposition to this
request.
Aweilda Williams made the motion, seconded by Jim
Routh, to recommend to the Commissioners that this
request be approved with the following
restrictions:
1 . No permanent storage of junk vehicles or
materials .
2 . Business should not be visible from Old
Liberty Road.
3 . Proper disposal of all liquid wastes.
The motion passed unanimously.
5. REQUESTS FOR A SPECIAL USE PERMIT:
A: WILLIAM STALEY, Seagrove, North Carolina, is
requesting a Special Use Permit to obtain an
automotive dealer ' s license at his residence
located on 2 . 30 acres on Union Grove Church Road
(SR 2863) , Richland Township, Zoning Map #7695,
Zoning District RA.
Staley was present at this meeting and explained
that he currently operates an automotive repair
business at this site, but his health is
deteriorating and he wants to quit working on cars
and begin to sale cars. Staley said that he owns
the existing junk vehicles in the field and plans
to move these vehicles.
There was no one present in opposition to this
request.
Bill Dorsett made the motion, seconded by Charles
Adams, to approve this request for a Special Use
Permit. The motion passed unanimously.
B: MICHAEL HUNT, Asheboro, North Carolina, is
requesting a Special Use Permit to obtain an
automotive dealer ' s license at his residence
located on Hoover Hill Road (SR 1408) , Tabernacle
Township, Zoning Map #7713 , Zoning District RA.
Hunt explained that he currently has a bike repair
shop at this location. Hunt stated that he wants
to get his dealers license but that most of the
motorcycle sales would not go on at this location.
Hunt added that he plans to build a storage
building to move all of his bikes inside.
There was no one present in opposition to this
request.
Charles Adams made the motion, seconded by Doyle
Stout, to approve this request for a Special Use
Permit. The motion passed unanimously.
6 . The meeting adjourned at 9 : 05 p.m. There were
approximately 125 people present at this Board meeting.
