1. Chairman Jim Routh called to Order the Randolph County
Planning Board meeting at 7 : 00 p.m.
2 . Hal Johnson, Planning Director, called roll of Members:
Jim Routh, Chairman, present; Aweilda Williams , Vice
Chairperson, present; Tim Poole, present; Lynden
Craven, present; Charles Adams , present; Bill Dorsett,
present; Phil Brower, absent; and Maxton McDowell,
Alternate, absent.
3. Charles Adams made the motion, seconded by Lynden
Craven, to approve the Minutes of the Randolph County
Planning Board meeting on February 8 , 1994 . The motion
passed unanimously.
4 . REZONING REQUESTS:
A: ANDY & KEITH AIKENS, Sophia, North Carolina, is
requesting that 123. 51 acres located on Old
Mountain Road (across from Twin Oaks Drive) ,
Trinity Township, be rezoned from Residential
N.. Agricultural to Residential Restricted. Zoning
Map #6795 . It is the desire of the applicant to
develop a restricted residential subdivision of
approximately 90 lots .
John Megerian, Attorney, represented the Aikens
brothers and reviewed the fact that this request
has come before this Board on two previous
occasions with different types of MR zoning
proposals . Megerian stated that those requests
had been denied. Megerian said that during those
meetings it was noted that the Community' s main
concern was (at the time of the first two
hearings) seemed to be single wide mobile home
development. Megerian said that the Community
presented expert testimony that stated the highest
and best use of this property would be RR zoning.
Megerian stated that there is several properties
in the general area zoned RR and for these reasons
his clients are requesting this zoning change to
RR.
Don Hancock, real estate broker/appraiser , stated
that this property lies within the Asheboro
Watershed area and all lots will be 1 acre in
size . Hancock added that this will be a site
built development with houses ranging in the
$75 , 000 market.
There was no one present in opposition to this
request.
Charles Adams stated that he was against the 2
previous attempts to rezoning the property to RM,
but he would be in favor of what the applicants
are currently proposing. Adams made the motion,
seconded by Lynden Craven, to recommend to the
Commissioners this request be approved as
consistent with the Land Development Plan for this
area. The motion passed unanimously.
B: DON PHILLIPS, Randleman, North Carolina, is
requesting that 3 acres (out of a 6 .70 acre tract)
located at intersection of Bus 220N/Two Ponds
Drive, Level Cross Township, be rezoned from
Residential Agricultural to Light
Industrial/Conditional Use. Zoning Map #7767 . It
is the desire of the applicant to relocate a
commercial printing operation and construct a
15 , 000 sq. ft. building.
Phillips said that he has operated his business
(Phillips ' Forms) approximately 2/10 mile from
this site for 10 years . Phillips said he had
approximately 10 employees and only operates one
sift. A metal building would be constructed
approximately 300 ft. off the road for the
business .
W.C. Tilley, adjoining resident, stated that he
would urge the Board to approve this request.
Tilley said he felt this would be good for the
Community.
There was no one present in opposition to this
request.
Lynden Craven made the motion, seconded by Aweilda
Williams , to recommend to the Commissioners this
request be approved. The motion passed
unanimously.
C: GARLAND DUNCAN, Archdale, North Carolina, is
requesting that 1 acre located on Meadowbrook
Drive (SR 1564) , Trinity Township, be rezoned from
Residential Agricultural to Highway Commercial/
Conditional Use. Zoning Map #7706 . It is the
desire of the applicant to obtain an automotive
dealer' s license.
Duncan said he planned to operate a small car lot,
mostly wholesale, at this location. Duncan said
he does not live at this site, but his son does .
Duncan said there would be no more than 10 cars
located on this property for the business . When
asked if there were other commercial businesses in
the area, Duncan said no except for a store
located approximately ? mile from this site.
Gerald Royals said that he has lived 1500 ft. from
this property for 30 years . Royals said that he
realized you can not stop progress but that
locating these cars in this neighborhood would not
be progress . Royals added he would like to see
the property remain RA.
Charles Floyd, adjoining property owner, expressed
his concern for this business coming to the
community.
There were 3 people present in opposition to this
request.
Hal Johnson advised the Board that the Land
Development Plan for this area projects the area
remaining residential.
Bill Dorsett said that if the applicant lived here
and wanted a small business a Special Use Permit
maybe appropriate. Dorsett stated that with the
applicant not living in the Community he did not
feel this would be compatible. Charles Adams
agreed with Dorsett and for these reasons he made
the motion, seconded by Bill Dorsett, to recommend
to the Commissioners that this request be denied.
The motion passed unanimously.
5 . SPECIAL USE PERMIT REQUEST:
A: STEVEN KIRKMAN, Randleman, North Carolina, is
requesting a Special Use Permit to operate a small
engine repair business from an existing building
(16 x 20) at his residence located at 5164 Fred
Lineberry Road, 3 . 30 acres , Level Cross Township,
Zoning Map #7766, Zoning District RA.
Kirkman expressed his desire to operate a small
machine shop business from an existing building
(16 ' x 20 ' ) behind his residence. Kirkman
described himself as environmental conscious and
would not allow the collection of junk or waste on
the property. Kirkman said he would operate his
business by appointment only to prevent the need
for outside storage. Kirkman told the Board he
`-' was not only conscious of recycling but also
minimizing sound pollution and described the
natural buffers and devises that he used to
eliminate a portion of the noise created by his
business .
Dorsett asked Kirkman if he planned to sale
equipment for this business . Kirkman said he
would be a repair business and would not operate
like a dealership.
There was no one present in opposition to this
request.
Tim Poole made the motion, seconded by Charles
Adams , to approve this request for a Special Use
Permit. The motion passed unanimously.
6 . The meeting adjourned at 7 : 46 p.m. There were 36
citizens present for this meeting.
