April 13, 1988
There was a meeting of the Randolph County Planning Board on Wednesday,
April 13, 1988, at 1:30 p.m. , in Courtroom B, Randolph County Courthouse, 145
Worth Street , Asheboro, North Carolina.
1. Chairman Doyle Stout called to order the Randolph County Planning Board
meeting at 1 :30 p.m.
2. Hal Johnson, Planning Director, called roll of the members: Doyle Stout,
Chairman, present; Charles Adams, Vice Chairman, present; Ray Farlow,
present; Guy Troy, absent; Tal Harrison, absent; Lynden Craven, present;
Bill Dorsett, present; Maxton McDowell, Alternate, absent; Arlie Culp,
Alternate, present (substituting for regular member Guy Troy) .
3. Chairman Stout asked for a motion to approve the minutes for the March
9, 1988 Planning Board meeting. Arlie Culp made the motion, seconded by
Charles Adams, to approve the Minutes. The motion passed.
4. SUBDIVISIONS:
A: ASHETON WOODS (Final Plat) ; SR 1404; Tabernacle Township. 24 Lots.
J. Wilson Hunt - Owner.
Hal Johnson explained to the Board that this subdivision
exceeded the County's minimum requirements of lot sizes and that
the State had approved the roads.
J. Wilson Hunt was not present at this meeting.
Charles Adams made the motion, seconded by Bill Dorsett, to
approve the final plat of Asheton Woods Subdivision. The motion
passed.
�� B: KEYAUWEE FOREST (Preliminary Plat) ; SR 1525; Back Creek Township.
17 Lots. James LeRoy Walker & D. E. Hill - Owners.
Hal Johnson told the Board that this subdivision would be for
site built homes.
Ray Farlow made the motion, seconded by Charles Adams, to
approve the preliminary plat for Keyauwee Forest Subdivision. The
motion passed.
C: UWHARRIE TRACE (Final Plat) ; SR 1408 (Hoover Hill Road) ; Tabernacle
Township. 11 Lots. Paul H. Brigman - Owner.
Hal Johnson told the Board that this was probably the most
restricted subdivision that has been approved by the Board in months
and the subdivision would be for 2,000 sq. ft. site built homes.
Lynden Craven made the motion, seconded by Bill Dorsett, to
approve the final plat for Uwharrie Trace Subdivision. The motion
passed. •
D: PROVIDENCE VILLAGE, Section 1 (Final Plat) ; SR 2230; Providence
Township. 11 Lots. Ed Routh Heirs - Owners.
Beverly Wilson (Ed Routh's daughter) was present at the
meeting.
Hal Johnson told the Board that Ed Routh' s heirs had assured
him there would be another access road added to this subdivision.
Bill Dorsett made the motion, seconded by Ray Farlow, to approve
the final plat for Providence Village Subdivision, Section 1 . The
motion passed.
5. SPECIAL USE PERMIT REQUEST:
A: Fonda H. Sutphin, Randleman, North Carolina, is requesting a Special
Use Permit for a Rural Family Occupation to operate an antique shop
beside her residence in an existing building, on approximately 2i
acres of land located immediately north of the Grove Shady Oaks Rest
Mobile Home Park on the west side of Business Highway 220 North of
Level Cross, Level Cross Township, Zoning District R-A. Zoning Map
#7768.
Fonda Sutphin was present at the meeting and explained to the
Board her intentions of using the existing Barn for reproductions
and antique furniture. She also stated that it would probably be
open four to five days a week. Sutphin explained her plans to
paint a sign on top of the barn and to hang a sign at the road from
brick columns.
There was no one present at the meeting in opposition of the
request. Hal Johnson told the Board that the Planning Department
had not received any complaints on this request.
Lynden Craven made the motion, seconded by Arlie Culp, to
approve the Special Use Permit request. The motion passed.
6. REZONING REQUESTS:
A: Thurston G. Williams, Trinity, North Carolina, is requesting that
approximately 22} acres of land located on the west side of SR 1917
(Suits Road) , New Market Township, be rezoned from Residential
Agricultural to Mixed Residential. Zoning Map #7728. It is the
desire of the applicant to use the property for a continuation of
Penman Heights Subdivision on 12,500 sq. ft. lots. (Public water
and sewer treatment plant in existance.)
Thurston Williams was present at the meeting and told the Board
that his first intentions with the land was to built houses but
because of manufactured homes being located on both side of this 22
acre tract he felt it would be impossible to sell lots for any other
purpose than manufactured housing.
Hal Johnson explained to the Board that the issue today was to
to consider a rezoning to Mixed Residential and not whether to approve
the preliminary plat for this subdivision.
Ray Poole, Thurston Williams' Septic Tank Contractor, told the
Board that the sewer system presently being used by Penman Heights
Subdivision, Section 1 , had been approve by the State for this
addition, that in fact the State had approved the system for 80,000
gallons. He also told the Board that the existing water system
would not be adequate for this many homes and Mr. Williams would be
required to drill another well.
Hal Johnson told the Board of the concerns expressed by Citizens
of why the State would approve a sewer system that would dump into
Muddy Creek/Deep River which would become the future Randleman Lake
area. Johnson asked the Board to remember back approximately
two years ago when the County was having some problems because the
State had no regulations on fencing around this type of sewage
treatment plant and the public health hazard this created. Johnson
stated that because of this hazard possibility the County imposed
regulations to fence these systems.
Johnson explained to the Board that Board member Charles Adams
had received a letter from a concerned citizen.
Ray Farlow, Lynden Craven, and Bill Dorsett expressed their
concerns that if this request was approved it would add to the
density problems. Bill Dorsett went on to say that if the addition
was allowed the added density would mean twice as much sewage being
located in this area.
Ray Poole said that the State had all ready approved this and
that the number of lots would be cut down (from the number on the
preliminary plat) because a large potion of the land was located in
the flood zone.
No one was present to speak in opposition of this request.
Lynden Craven made the motion, seconded by Charles Adams, to
recommend to the Commissioners this request be deny because of density
problems. The motion passed unanimously.
B: Donnie A. Apple, Trinity, North Carolina, is requesting that
approximately 4 acres of land located on the east side of SR 1564
(Meadowbrook Road) approximately i mile south of SR 1556 (Blacksnake
Road) , Trinity Township, be rezoned from Residential Restricted to
Highway Commercial/Conditional Use. It is the desire of the applicant
to build an office building for a paving business and to locate
equipment pertaining to this business on the property.

Donnie A. Apple was not present at the meeting.
Willie Albertson, Meadowbrook Drive, Trinity, told the Board
that this property was sold at public auction and there were
restrictions listed on the property for no out buildings or mobile
homes to be located on the lot. Albertson stated that this property
was nothing but a gully that had been filled with durt and stumps
and if a paving business was built here all the residue from this
type operation would be washed away into the watershed.
Harold Brooks, High Point, expressed his opposition to the
request because of the restrictions that was on the property. He
stated that he owns three acres beside of this lot and was aware
of the restrictions.
Eva Kennedy, Meadowbrook Road, Trinity, stated that they had
worked hard for the residence they had in this neighborhood and
she wants the area to remain Residential Restricted.
Ann Hobson, Meadowbrook Road, Trinity, stated that the property
was restricted and she wants it to stay residential. She also added
that this business could possibly pose a hazard because five or six
school buses travel on this road.
Bobby Turner, Meadowbrook Road, Trinity, told the Board that he
had a glass florida room in the back of his house and this property
is right in his view. He went on to explain that the property was
all ready a mess and he was against it being rezoned.
Ruth Johnson, Meadowbrook Road, Trinity, told the Board that
she lived across the road from this property and that the school
bus stop was in front of this property. She added that she felt
the big trucks being used for this type business would create a
hazard for the children.
Board member Ray Farlow expressed his opinion that the Planning
Department had been doing a good job and that the Board should not
allow a business to go into this Residential Restricted area.
Board member Charles Adams expressed his opinion that the area
should remain Residential Restricted.
Bill Dorsett made the motion, seconded by Charles Adams, to
recommend to the Commissioners this request be denied. The motion
passed.
C: Donald R. Hutchens, Ramseur, North Carolina, is requesting that
approximately 3 acres of land located on SR 2489 approximately
300 feet outside of Ramseur City limits, Columbia Township, be
rezoned from Residential Restricted to Highway Commercial/Conditional
Use. Zoning Map #8702. It is the desire of the applicant to build
three (3) structures with mini-storage units on the property.
Richard Keith - property owner.
Ben Albright, Richard Keith's attorney, was present at the
meeting and explained to the Board that this would not be out of
character for this area because there was a mixture of residential
and business property nearby in Ramseur. Albright presented
pictures to the Board of el:ample warehouses and adjoining property.
He explained that there would be no entry after day light hours.
Jerry Boyd, Brady Street, Ramseur, told the Board that he was
the first to build in the subdivision and that restrictions were
posed on the subdivision against any such development. Boyd explained
that this lot was 110 feet from his front door. He also presented
the Board with pictures of adjoining property and the subdivision
restrictions.
Ben Albright told the Board that these restrictions were not
recorded in the Register of Deeds office.
Greg Cox, Brady Street, Ramseur, presented the Board with
notarized statements of adjoining property owners opposing this request
that could not be present at the meeting. Cox told the Board that
he has lived across the road from this lot for 11} years and during
this time they have been filled in with stumps and wood and that when
the Ramseur Building Supply burned its remains were dumped on this
lot. He also stated that he had to call the Health Department at
one time because they were having the problem of people disposing of
there household garbage on this lot.
Perry Brady, Friendly Woods, Ramseur, stated that when Ramseur
School was torn down part of this old school house was dumped on
this lot.

Ann Spencer, Friendly Woods, Ramseur, stated that there were
eight children in the neighborhood and they played and road their
bikes on this road.
Frank McAlister, Friendly Woods, Ramseur, stated that he felt
that his neighbors had pretty well covered his concerns hut that he
just wanted it known for the record that he opposed this request.
Wanetta Garner, Friendly Woods, Ramseur, stated that she was
�� opposed to the request because of the added traffic this would bring
into the neighborhood. She stated that her children walked to school
and this would cause a potential hazard to them.
Brenda Austin, Friendly Woods, Ramseur, stated that she felt
the same way Ms. Garner did and that her children walked to school also.
Wayne Routh, Friendly Woods, Ramseur, told the Board that he
was opposed to this request and that when he bought into this
subdivision he did so because it was strickly a residential area.
Jerry Brady, Friendly Woods, Ramseur, told the Board that this
property was sandwiched in between residential housing.
Wanda McAlister, Friendly Woods, Ramseur, told the Board that
they had worked very hard for their home in this subdivision of
nice houses and she wanted the zoning to remain residential.
Lynden Craven made the motion, seconded by Charles Adams, to
recommend to the Commissioners this request be denied. The motion
passed unanimously.
7. MISCELLANEOUS:
The Planning Board unanimously agreed to move the Planning Board
meetings to night meetings. The new schedule will be the first Tuesday
following the first Monday of each month at 7:00 p.m. This schedule
will begin May, 1988.
The meeting adjourned at 2:46 p.m.
