MINUTES
1739 RANDOLPH COUNTY PLANNING BOARD
September 20 , 1988
There was a meeting of the Randolph County Planning
Board on Tuesday, September 20 , 1988, at 7 : 00 p.m. , in
Courtroom B, Randolph County Courthouse, 145 Worth Street,
Asheboro, North Carolina.
1. Chairman Doyle Stout called to order the Randolph
County Planning Board meeting at 7 : 00 p.m.
2. Hal Johnson, Planning Director, called roll of the
members: Doyle Stout, Chairman, present; Lynden
Craven, Vice Chairman, present; Charles Adams,
present; Ray Farlow, present; Guy Troy, absent ;
Bill Dorsett, present; Arlie Culp, Alternate,
present (substituting for resigned member Tal
• Harrison) ; and Maxton McDowell, Alternate, present
(substituting for regular member Guy Troy) .
3 . Chairman Stout asked for a motion to approve the
Minutes for the September 13 , 1988 Planning Board
meeting. Bill Dorsett made the motion, seconded by
Arlie Culp, to approve the Minutes of September
13th. The motion passed.
4. SUBDIVISIONS
A: LAURELWOOD CLUB ESTATES - Section 4/Map 3 and
Section 5/Map 1 (Final Plats) ; Asheboro
Township; Viewmont Drive; 16 Lots. Laurelwood
Club Estates Inc . - Owners.
George Shepard, president of Larelwood Club
Estates, Inc . , advised the Board that there
was one more section remaining for development
of Laurel wood Estates.
Hal Johnson told Mr . Shepard that there had
been concerns expressed that this final
section would not provide access to adjoining
property owners who may desire to connect to
the road for additional subdivision develop-
ment. Mr . Shepard said that the final section
would not use cul-de-sacs and the roads would
be stubouts that would present the possibility
of thru accesses .
Lynden Craven made the motion, seconded by Ray
Farlow, to approve the final plats. The
motion passed.
B: DEER RUN ESTATES - Maps 1 & 2 (Final Plats) ;
Franklinville Township; SR 2132; 45 Lots.
Worth Heath - Owner .
Worth Heath was present at the meeting. Hal
Johnson stated that the final plats meet all
current requirements .
Arlie Culp made the motion, seconded by
Charles Adams, to approve the final plats of
Deer Run Estates . The motion passed.

C: WESTOVER LANE - Section 1 (Final Plat) ;
Liberty Township; SR 2438; 5 Lots. John H.
Kivett - Owner .
John H. Kivett was present at the hearing .
Hal Johnson told the Board that the road had
been approve by the Highway Department and the
subdivision meets all current requirements .
Charles Adams made the motion, seconded by
Lynden Craven, to approve the final plat of
section 1 of Westover Lane. The motion
passed .
5. RE ZONINa_REOUESTS :
A: Martha Gallimore, Denton, North Carolina, is
requesting that approximately 20 acres located
off SR 1103 in Deer Trail Acres Subdivision,
New Hope Township, be rezoned from Residential
Agricultural to Mixed Residential/Conditional
Use. Zoning Map #7605. It is the desire of
the applicant to develop a 5 space mobile home
park .
Hal Johnson reminded the Board that Ms.
Gallimore ' s first request was for 15 spaces
and she has now reduced her request to 5
• spaces .
Martha Gallimore was present at the meeting
and stated that she wanted to develop a
maximum of 5 spaces and will build a road to
County standards. Gallimore told the Board
that each trailer space would contain approxi-
mately 1 acre of land.
Hal Johnson asked Gallimore were the trailers
would be located on the property. Gallimore
stated that they would be located in back of
`�►� her residence. Gallimore told the Board that
at the present time 2 rental trailers, her
residence, and a game room is located on the
property.
C. P. Davis , Route 3, Denton, spoken in
opposition to this request. Davis asked for
his neighbors (opposed to the request) to
stand, approximately 35 people did so. Davis
stated four major concerns of these citizens:
1 . A mobile home park would draw undesir-
ables in this rural agricultural com-
munity.
2. The mobile home park is located on a
private drive (maintained by the property
owners) which Ms. Gallimore has refused
to contribute to maintenance costs.
Davis stated that the property owners
spent $2260 making repairs this year .
3 . Concerns that this would not be a good
atmosphere for the foster children Ms.
Gallimore keeps .
4 . Not a well planned development (no plat
was given to the Board) and concerns with
the need of extra law enforcement in this
area.
Davis then present the Board with a petition
containing approximately 115 signatures of
people in the area opposed to this develop-
ment .

Ray Farlow asked Davis if he was aware of the
reduction in number of spaces . Davis answered
yes and stated that he personally felt this
was just a way to get her foot in the door .
Martha Gallimore complained of Davis' shop,
••••=o, threaten to use the property to build chicken
houses, and that Davis had not received
permits for his shop.
Larry Auman, Deer Trail Drive, Denton, told
the Board that his main concern was the added
traffic would cause more road problems and who
would be responsible for the repairs. Auman
described the area as being rural agricul-
tural .
Ray Farlow made the motion, seconded by Bill
Dorsett, that the Board recommend to the
Commissioners this request be denied based on
the information that has been present. The
motion passed unanimously.
B: Robert 0. Mason, Asheboro, North Carolina, is
requesting that approximately 13 acres of land
located at the end of SR 2674, Grant Township,
be rezoned from Residential Agricultural to
• Mixed Residential/Conditional Use. Zoning Map
#7699 . It is the desire of the applicant to
develop a 15 space mobile home park .
Robert Mason was present at the meeting and
told the Board that junk vehicles and trash
covered this property when he purchased it_
Mason had cleaned up the lot and stated that
he felt he and his wife could provide a clean
adequate place to live for their renters .
Mason said the Health Department would design
adequate septic and well systems for the
rental mobile homes and he felt this was an
ideal location for a park . Mason told the
Board that the general area all ready had 5
mobile homes and some stick built homes.
Gary Hester , representing Piedmont Mineral
Company Incorporated, stated that this company
on approximately 400 acres of land adjoining
this property. Piedmont Mineral Company
primarily mine for stone to produce brick and
tile and if this area was mined it would be
reclaimed to rural agricultural. Hester told
the Board the company felt that the entire
area should be kept low density and to allow a
15 space mobile home park would change the
area.
Ruth Ann Alfred (lives in the community) told
the Board she would like to see the area
remain agricultural or rural residential.
Allred also stated that this road now suffered
from problems with mud (in the Winter) and
dust (in the Summer) and this would only add
to the problems.
Milton Cox, Route 1, Ramseur , said he felt
this type of development would down grade the
community.
Doris Albright, Route 1, Ramseur, stated that
this area had been farmland all her life and
she left this type of development would
distroy the farm heritage.
Arlie Culp, Board member, suggested to cut the

number of spaces to 7 or 8 instead of the
request 15 .
Lynden Craven, Board member , expressed his
concerns about adding families and traffic on
this dead end road. Craven said he would need
to know what both parties (requesting and
opposing) felt about the 8 spaces before he
could vote for it .
Hester stated that the whole area should be
used for the 8 spaces (not just the minimum
required square footage) .
Mason stated that he could live with just the
8 lots .
Lynden Craven made the motion to recommend the
approval of 8 total (including the 2 all ready
on the property) mobile home space on the
property with the minimum required lot sizes.
Arlie Culp seconded this motion and the motion
passed unanimously.
C: Sherrill Lambeth, Trinity, North Carolina, is
requesting that approximately 27 1/2 acres
located on SR 1551, Tabernacle Township, be
rezoned from Residential Agricultural to Mixed
Residential/Conditional Use. Zoning Map
#6795. It is the desire of the applicant to
make an addition of 20 spaces to Sterling
Estates Mobile Home Park (5 existing spaces) .
Sherrill Lambeth was present at the meeting
and stated that the park has existed since
1984. Lambeth told the Board each lot would
contain 40 ,000 sq. ft. and the park would be
developed over a period of years.
There was no one present in opposition to this
request. Arlie Culp stated that this was a
fast growing area of the County.
Maxton McDowell made the motion, seconded by
Bill Dorsett, to recommend to the Commis-
sioners this request be approved. The motion
passed unanimously.
D: Ellen Lineberry, Climax, North Carolina, is
requesting that approximately 7 acres located
north of Grays Chapel on Highway 22, Provi-
dence Township, be rezoned from Residential
Agricultural to Mixed Residential/Conditional
Use. Zoning Map #7796. It is the desire of
the applicant to make a 5 space addition to
Ellenwood Park Mobile Home Park (3 existing
spaces) .
Ellen Lineberry was present at the meeting and
told the Board that each lot would be a
minimum of 40,000 sq. ft. and 2 or 3 lots
would not be visible from the road.
Janna Vee Correll, Asheboro, North Carolina,
(owns land that adjoins the Lineberry pro-
perty) stated that this area was strickly a
rural agricultural area with $85,000 & up
homes and a she strongly opposes this request.
Doug Coble, an adjoining property owner ,
stated that he objected to the mobile home
park and expressed his concerns of people that
move in and out of the park .
Doug Coble,III, stated that he did not under-

stand why this request has be asked for
because the 3 existing spaces have never been
full at any one given time and at present only
two mobile hones are there.
Betty Hogan expressed her concerns of no one
being present at the park to maintain it and
that without anyone there it would be come run
down.
Donald Correll , Asheboro, stated that there
had been some perking problems in this area.
Correll added that Ms . Lineberry had been
before the Board a year ago and asked for 3
spaces; this year is back asking for 5 more
spaces; how many will she ask for next year .
Brad Coble, adjoining property owner (across
Highway 22) , told the Board he would like to
see the area remain residential agricultural.
The Planning Department received a letter from
Virginia Deviney concerning her opposition to
this request .
Doug Coble added that this property was cut by
an underground power line with a 60 ft . right
of way.
Ellen Lineberry stated that she was living on
the property in a conversion van and that the
mobile home spaces had not all been filled
because she was reserving space #1 for her-
self.
Bill Dorsett made the motion to recommend this
request be denied because of the opposition
from adjoining neighbors and because the
development would drastically alter the nature
of this community. Lynden Craven seconded the
motion and the motion passed unanimously.
