RANDOLPH COUNTY PLANNING BOARD
December 4, 1990
There was a meeting of the Randolph County Planning
Board on Tuesday, December 4, 1990, at 7 : 00 p.m. , in the
Commissioners Meeting Room, County Office Building, 707
McDowell Road, Asheboro, North Carolina:
1 . Chairman Lynden Craven called to Order the Randolph
County Planning Board meeting at 7 : 00 p.m.
2 . Hal Johnson,' Planning Director, called roll of the
members: Lynden Craven, Chairman, present; Bill
Dorsett, Vice Chairman, present; Charles Adams,
present; Jim Routh, present; Phil Brower , present;
Aweflda Little, absenti_Doyle_ Stout.,_absent ; Arlie
Culp, Alternate, present (substituting for regular
member Aweilda Little) ; and LKa2{ton_.__BcD.4w.1J,
Alternate., absent .
3. Charles Adams made the motion, seconded by Jim
Routh, to approve the Minutes of the Randolph
County Planning Board meeting of November 8, 1990 .
4 . SPECIAL_USE_ PERMIT REQUESTS :
A: MICHAEL SKINNER, Randleman, North Carolina, is
requesting a Special Use Permit for a rural
family occupation to operate a body shop and
some race car work in a building (40 ' x 50 ' )
behind residence located on SR 1007 (Randleman
Road) just north of SR 1007/SR 1938, • Level
Cross Township, Zoning Map #7758, Zoning
District RA.
Michael Skinner was present to explain that at
one time his business was operated from this
property (prior to his current location of
Greensboro) . Skinner stated that his wishes
is to relocated his business back home.
Skinner said there would be no large flow of
traffic and would have pick-up and delivery
service for his customers. Skinner described
the proposed location of the building to be
100 - 150 feet off the road. This would be a
family business (only himself, his wife, and 1
helper) with hours of 8 am - 5 pm. Skinner
stated that the race car work is a hobby and
he runs at the Caraway Speedway.
GWENDOLYN COX, Route 4, Randleman, stated that
this type of activity would detract from the
houses (in this area) because Skinner ' s home
is close to the road and this building would
be in line with the rest of the residences.
Cox expressed concerns of noise.
WORTH COX, Route 4, Randleman, presented the
Board with a site layout of the area. Cox
stated that his only concern would be the
building being located so close to his house.
Skinner stated that the doors to the shop
would be on the side (of the building) away

from the Cox ' s property. Skinner said he
would maintain a buffer (of natural trees) or
a fence if the neighbors preferred.
TONY ELLIOTT, Route 4, Randleman, expressed
his concerns of noise and said he has a nice
residence and doesn ' t want anything to take
away from his house.
Skinner stated that this building would have
house siding and an A roof. Skinner stated
that he his going broke with the economy (the
way it is) and if he moves the business back
home he will be able to cut his over-head in
half. Skinner discussed concerns of possibly
loosing his business.

Bill Dorsett stated the neighbors have fought
vigorou4sly to keep this area residential .
Dorsett discussed how difficult this decision
would be for the Board.
Dorsett asked if the building could be
constructed behind the proposed site. Skinner
• ` stated that he could move the building site
200 ' off the road but it would cause problems.
Arlie Culp stated he felt this request could
be approved if the applicant would be willing
to move the building back . Skinner stated he
would if he had to. •
Arlie Culp made the motion, seconded by Jim
Routh, to approve this request with the
restriction the building be located 200 ' off
SR 1007 . The motion passed unanimously.
B: CELLULAR ONE OF THE TRIAD, Greensboro, North
Carolina, is requesting a Special Use Permit
to construct a cellular radio tower on
Turnpike Court (off Turnpike Road) , Trinity
Township, on approximately 1 acre, Zoning Map
#6797 , Zoning District RA.
JACKIE JOHNSON, representative from Cellular
One of the Triad, described the tower to be
250 ft in height with a 10 ft antenna.
Johnson explained that the tower would be self
supporting and have a 10 ft fence around the
tower and the 24 ' x 24 ' communications
building and emergency generator .
Hal Johnson asked Johnson if he was aware of
the need to work out appropriate access to the
site . Johnson answered yes.
Ruby Thomas, adjoining property owner, was not
present in opposition, but was interested in
the exact location of the tower .
There was no one present in opposition to the
request.
Charles Adams made the motion, seconded by
Phil Brower , to approve this request. The
motion passed unanimously.
5 . REZONING RE WEST :
A: DWAIN SKEEN, High Point, North Carolina, is
requesting that 5. 43 acres located on Hwy 311/
SR 1525, New Market Township, be rezoned from

Residential Agricultural to Light Industrial.
Zoning Map #7745 . It is the desire of the
applicant to use the property for industrial
development. (Property Owner - Pauline Newby
Bulla)
Dwain Skeen was stated that he is Ms. Bulla ' s
Broker and Bulla has decided to sell the
property. With this intention there is no
definite plans for the property. Skeen stated
that with the amount of railroad frontage this
property has it would lend itself to being
prime industrial property.
Mr. Wilson, property owner directly across the
street, stated his concerns for the type of
industrial development. Wilson explained that
only warehousing or light manufacturing would
be allowed in a Light Industrial Zoning
District.
Bill Dolsett made the motion, seconded by Jim
Routh, 10 recommend to the Commissioners that
this request be approved. The motion passed
unanimously.
6. The meeting adjourned at 8: 15 p.m.
