The Randolph County Board of Commissioners met in special joint session with the Randolph
County Board of Education at 4:30 p.m. in the Randolph County Schools Central Services Board
Room, 2222 S. Fayetteville Street, Asheboro. Chairman Darrell Frye, Vice -Chairman David Allen,
Commissioners Hope Haywood and Maxton McDowell were present. Commissioner Kidd entered
where noted. Also present were County Manager Hal Johnson, Finance Officer Will Massie, and
Clerk to the Board Dana Crisco. Members of the Randolph County Schools System present were
Superintendent Dr. Stephen Gainey, Board of Education members Gary Cook, Tracy Boyles, Fred
Burgess, Sharon Petty Farlow, Brian Biggs, and Mike Sink, Finance Officer Todd Lowe, and
Executive Assistant to Superintendent Beverly Fowler. Required social distancing was maintained
and face coverings were worn throughout the meeting due to the COVID-19 pandemic. The
meeting was livestreamed.
School Board Chairman Gary Cook welcomed the Commissioners and Chairman Frye called
the meeting to order for the County.
Dr. Stephen Gainey gave an update on their accomplishments after seven years into their nine-
year facilities plan and thanked the Commissioners for making their needs a "team" effort. He
gave an update on funding and discussed some of their 2021-2022 FY budget requests that will be
presented at the May budget meeting; continuation costs, supplement increase, and capital outlay.
Dr. Gainey said the projected continuation costs are $518,000 for the 2021-2022 FY. He stated
this would cover the everyday expenses including matching insurance and retirement increases, a
potential salary increase for locally paid employees, and the effects of charter school growth. He
explained the financial impact of charter school enrollment on funding from the state.
In an attempt to stay competitive with surrounding systems, Dr. Gainey stated they are
requesting an additional .25% supplement increase for a total of $510,000 for all employee
classifications. This would complete the 1% increase that the Board has built on for the last three
years.
For capital outlay, Dr. Gainey stated that they would be asking for $100,000 to cover increased
costs related to the "Nine -Year Facility Upgrade/Repair Plan."

Dr. Gainey introduced Executive Director of Operations Dale Brinkley and Special projects
Construction Manager Steve Myers. They presented some slides showing the progress of the
construction at the new middle school in Trinity.
*Commissioner Haywood exited the meeting at 6:01 p.m. to attend a Board of Health meeting.
Dr. Gainey thanked the Commissioners for their continued support of Randolph County
Schools.
