Closed Session – March 1, 2021 – RH
At 9:10 p.m., already convened in closed session, the Board discussed competitive healthcare
activities by or on behalf of Randolph Health. Chairman Darrell Frye, Vice-Chairman David
Allen, Commissioner Maxton McDowell, Commissioner Kenny Kidd, and Commissioner Hope
Haywood were present. Also present were County Manager Hal Johnson, Assistant County
Manager/Finance Officer Will Massie, County Attorney Ben Morgan, Associate County Attorney
Aimee Scotton, Deputy Clerk to the Board Sarah Pack, and Clerk to the Board Dana Crisco.
Required social distancing was maintained throughout the meeting due to the COVID-19
pandemic.
Chairman Frye gave an update on the Rural Healthcare Stabilization (RHS) fund. He said that
letters had been sent to UNC Healthcare addressing the items from their letter. The committee
will be meeting again on March 2, 2021, to review the information.
Chairman Frye stated that the Board may want to be thinking of other incentives that could be
offered to American Healthcare Systems if the RHS fund was not approved by the Local
Government Commission.
At 9:28 p.m., on motion of Allen, seconded by Kidd, the Board voted unanimously to return to
open session.
