Closed Session – March 15, 2021 – Megasite Project
At 11:51 a.m., already convened in closed session, the Board discussed on a matter relating
to the location or expansion of business in the area, pursuant to NCGS 143-318.11(a)(4). Chairman
Darrell Frye, Vice-Chairman David Allen, Commissioner Kenny Kidd, Commissioner Hope
Haywood, and Commissioner Maxton McDowell were present. Finance Officer Will Massie,
Clerk to the Board Dana Crisco, and Associate County Attorney Aimee Scotton joined the meeting
by Zoom video call. Also present were County Manager Hal Johnson, County Attorney Ben
Morgan, and Deputy Clerk to the Board Sarah Pack Clerk. Additionally, EDC Business
Recruitment Director Crystal Gettys, Representatives Pat Hurley and Allen McNeil, and Senator
Dave Craven were present. Information Technology Director Michael Rowland was present for
technical support. Required social distancing was maintained throughout the meeting due to the
COVID-19 pandemic.
Ms. Gettys discussed an automotive-industry company who is interested in the Megasite. There
are two potential divisions: a battery division and an assembly division. The battery division will
be the initial focus. The company will need rail access and acreage, which are current situations
that are being explored. The company could be operational by the fourth quarter of 2024. She
asked the Board what kind of incentives she could offer. The consensus of the Board was to offer
a similar package to what had been offered to Toyota when they were looking at the site.
Ben Morgan exited the meeting at 11:59 a.m.
At 12:02 p.m., discussion on this topic ended to address another economic development project
in Closed Session.
