Closed Session – Battery 1 — July 6, 2021
The Board was already convened in closed session pursuant to NCGS 143-318.11(a)(4) to
discuss matters relating to the location or expansion of industries or other businesses in the area
served by the public body, including agreement on a tentative list of economic development
incentives that may be offered by the public body in negotiations. Chairman Darrell Frye, Vice-
Chairman David Allen, Commissioner Kenny Kidd, Commissioner Maxton McDowell, and
Commissioner Hope Haywood were present. Also present from the County were County Manager
Hal Johnson, Finance Officer Will Massie, Associate County Attorney Aimee Scotton, and Clerk
to the Board Dana Crisco. County Attorney Ben Morgan was absent. Present from Randolph
County Economic Development Corporation (EDC) were President Kevin Franklin and Business
Recruitment Director Crystal Gettys.
Mr. Franklin said a battery company had been looking at the Megasite property. They had
already put the property on their short list of considerations. He presented two options that were
being reviewed. Option 1 would be battery production operation with over 3000 jobs and a $4.3
billion investment with an incentive package that benefits both the company and the County.
Option 2 would be Option 1 plus suppliers of components. There would be an additional 1500 or
more jobs with the ancillary companies. The main company is considering asking for additional
incentives with the increase of jobs and tax base. The company hopes to make a decision as early
as August or September. Due diligence is already occurring.
Discussion on this topic ended to address another economic development project in Closed
Session.
