Closed Session – October 4, 2021 –Project Darwin
At 8:37 p.m., the Board convened in closed session pursuant to NCGS 143-318.11(a)(4) to
discuss matters relating to the location or expansion of industries or other businesses in the area
served by the public body, including agreement on a tentative list of economic development
incentives that may be offered by the public body in negotiations. Chairman Darrell Frye, Vice-
Chairman David Allen, Commissioner Kenny Kidd, Commissioner Maxton McDowell, and
Commissioner Hope Haywood were present. Also present were County Manager Hal Johnson,
Finance Officer/Assistant County Manager Will Massie, County Attorney Ben Morgan, Associate
County Attorney Aimee Scotton, Deputy Clerk to the Board Sarah Pack, and Clerk to the Board
Dana Crisco. Additionally, Economic Development Corporation (EDC) Business Recruitment
Director Crystal Gettys, and EDC President Kevin Franklin were present.
Mr. Franklin gave an update regarding a potential company very seriously considering the
Megasite. This company has been negotiating with the State and with Mr. Franklin on the
County’s behalf. The company had originally indicated that they were going to complete two
phases. The incentives given were based on both phases. Now, they have announced their
commitment to Phase One with the potential to take on Phase Two. Mr. Franklin asked the
Commissioners for a consensus of reducing the incentives as well as mirroring the milestone
schedule set up by the State.
At 9:28 p.m., on motion of Allen, seconded by McDowell, the Board ended Closed Session.
