Our office received a complaint about people living in tents. I visited your property on June 8, 2023, at
MCCOLLUM St. While there I confirmed the complaint is valid. There are people residing in tents, tents do not
meet the requirements of the Planning Department. In addition to zoning violations, there is not an approved
septic system or bathhouse for the tent dwellers to use. This is a violation of General Statute 130A-335 (a)
requires the owner of land to provide and approved septic system. 15A NCAC 18A .1937 (a) requires that any
residence discharge all sewage directly to an approved septic system. A residence is required to have an
approved wastewater system, since the tents are being used as a residence the requirement for an approved
wastewater system applies.
To avoid legal action, you must remove the tents and occupants immediately or provided an approved
bathhouse. To obtain an approved bathhouse, the following conditions shall be met:
Obtain a Zoning Permit allowing the property to a multi -family residential property. Zoning Permits can
be obtained at the City of Randleman Planning Department Office; and
2. Submit an application for an Improvements Permit. The application for an Improvements Permits can
be obtained at the Randolph County Central Permitting Office located at 204 East Academy Street,
Asheboro NC 27203; and
3. If an Improvements Permit is issued, a Construction Authorization will be required before installing a
septic system. Once the Construction Authorization is issued, the system shall be installed, inspected
and approved by our department within 30 days; and
4. Obtain appropriate Building Permits to construct a bathhouse on the property; and
5. If a Zoning Permit, Building Permit, or Improvements Permit cannot be issued the property shall not be
used as a "campground" and the it must be vacated and removed from the property within 30 days
Failure to comply with the laws, rules and this notice will subject you to the following legal remedies, including
but not limited to: Injunction Relief [G.S. 130A-18], Administrative Penalties [G.S. 130-22(c)], Suspension or
Revocation of Permits [G.S. 130-23], and Criminal Penalties [G.S. 130-25].
You have a right to an informal review of this decision. You may request an informal review by the soil
scientist or environmental health supervisor at the local health department. You may also request an
information review by the NC Department of Health and Human Services regional soil scientist. A request for
informal review must be made in writing to the local health department.

petition for a contested case hearing must be filed in accordance with the provision of NC General Statutes
