011923 Animal Services Advisory Board Meeting 6:00 p.m., January 19, 2023 The Randolph County Animal Services Advisory Board met in regular session on January 19, 2023, at 6:00 pm, in the Randolph County Office Building Meeting Room A, 725 McDowell Road, Asheboro, N.C. Call to Order & Roll Call Commissioner David Allen called the meeting to order and welcomed the Board members. All members were present which included Commissioner David Allen, Lisa Sparks, J.R. Beard. Lou Wilson, Cynthia Grantham, Jason Balder, Jennifer Layton, Renee Bryant, Nathan Small, James Moore, and Ex- Officio Hal Johnson. Public Comment Commissioner Allen opened the floor for public comment and closed after not one wished to speak. Approval of Minutes The Board unanimously approved the minutes of the September 15, 2022, meeting. Operational/Department Updates Jonathan Moody, Animal Services Director, gave an update on the increase in animals at the shelter. As of 12/28/2022, the total intake of dogs was 1462; 315 adopted; and 402 rescued. 1493 cats were processed intake; 184 adopted; and 74 rescued. Moody also reviewed the difficulties experienced in bringing court cases against the owners of animals cited for animal abuse and neglect. The Board discussed the need to expedite the legal process due to pressure on the Animal Shelter to house and provide care of animals in care of county as the legal process proceeds. Moody said that the numbers and length of stay had increased which impacted space, county resources, and general capacity to house animals. Moody, Deputies Nathan Small and James Moore, said that they were working with District Attorney channels to insure cases were processed. Board Discussion Hal Johnson said that Sarah Pack, Deputy Clerk to County Commissioners, and clerk to the Animal Services Board, had left for a position in Rowan County. Jenny Parks, former Director, Soil & Water Department, has been hired to replace Sarah, and will attend future meetings of the Animal Services Board. 1/19/23 Renee Bryant commented upon the complexity of the legal process relative to animal abuse and the bility to house and provide care to the long term needs of the animals. J.R. Beard said that he felt there should be meetings between the county, shelter, law enforcement, and court officials, to stress the importance of timely prosecution of violators of animal abuse laws. Jonathan Moody introduced members of the Animal Services staff that were in attendance. Johnson thanked Board member Jason Balder for his willingness to help train county animal services staff in proper care of animals. He said that Jason is a zoo keeper with the NC Zoo and his experience will be unique for the Randolph County Animal Shelter. Adjournment Commissioner Allen thanked the Board members and the Animal Services staff for their work and dedication. With no further business, the Board voted unanimously to adjourn until the next quarterly meeting to be held April 20, 2023. 1/19/23
