January 8, 2024 — Special Joint Meeting with the Randolph County Board of Education
The Randolph County Board of Commissioners met in special joint session with the Randolph
County Board of Education at 4:30 p.m. in the Randolph County Schools Central Services Board
Room, 2222 S. Fayetteville Street, Asheboro. Chairman Darrell Frye, Vice-Chairman David Allen,
Commissioners Hope Haywood and Kenny Kidd were present. Commissioner Maxton McDowell
was absent. Also present were Interim County Manager/Finance Officer Will Massie, Assistant
County Manager/Operations William Johnson, Associate County Attorney Aimee Scotton and
Deputy Clerk to the Board Jenny Parks, and Clerk to the Board Dana Crisco. Members of the
Randolph County Schools System present were Superintendent Dr. Stephen Gainey, Board of
Education members Gary Cook, Tracy Boyles, Fred Burgess, Mike Sink, Phillip Lanier, and
Shannon Whitaker and Executive Assistant to the Superintendent Beverly Fowler. Sharon Petty
Farlow arrived late.
Superintendent Dr. Stephen Gainey welcomed the Commissioners and Chairman Frye called
the meeting to order for the County.
Dr. Gainey introduced School Board members and County School System leadership staff.
Dr. Gainey gave an update on their accomplishments and advancements in their extended
facilities plan. He thanked the Commissioners for making their needs a “team” effort. He gave
an update on funding and discussed some of their 2024-2025 fiscal year (FY) budget requests.
Dr. Gainey said the projected continuation costs are $732,200 for the 2024-2025 FY. He stated
this would cover the everyday expenses including matching insurance and retirement increases,
and the effects of charter school growth. He explained the financial impact of charter school
enrollment on funding from the state. He asked for $52,000 to contribute to the School Resource
Officers for the Elementary Schools along with $1,200,000 for local employee salary increases.
For capital outlay, Dr. Gainey stated that they would not be asking for any money for the
Facility Upgrade/Repair Plan.”
Dr. Gainey thanked the Commissioners for their continued support of Randolph County
Schools.

At 6:00 p.m., on motion of Allen, seconded by Kidd, the Board voted 4-0 to adjourn.
