240208 Joint Meeting with Asheboro City School Board February 8, 2024 Special Joint Meeting with the Asheboro City School Board of Education The Randolph County Board of Commissioners met in a special joint session with the Asheboro City Schools Board of Education in the Professional Development Center, 1221 S. Park St., Asheboro High School campus, Asheboro. Chairman Darrell Frye, Vice-Chairman David Allen, Commissioners Kenny Kidd, Maxton McDowell, and Hope Haywood were present. Also present were Interim County Manager/Finance Officer Will Massie, Assistant County Manager/Operations William Johnson, Associate County Attorney Aimee Scotton, Paralegal Lauren Hughes, Clerk to the Board Dana Crisco, and Deputy Clerk to the Board Jenny Parks. Members of the Asheboro City Schools Board of Education present were Superintendent Dr. Aaron Woody, Board Chairman Michael Smith, Vice-Chairman Baxter Hammer, Gustavo Agudelo, Phillip Cheek, Linda Cranford, Gidget Kidd, Beth Knott, Hailey Lee, Ryan Patton, Adam Hurley, and Melissa Calloway. School officials present were Finance Officer Sandra Spivey Ayers, Director of Facilities and Maintenance Jody Cox, and Clerk to the Board Angel Etheridge. At 6:02 p.m., Chairman Frye called the meeting to order for the County. Chairman Frye thanked the School Board for their partnership. Dr. Aaron Woody welcomed the Commissioners and thanked the Boards for their partnership and dedication. He is very proud of the work that Asheboro City Schools continue to do. Dr. Woody announced the receipt of a grant for $29.7 million that will be used to upgrade facilities at South Asheboro Middle School and spoke of his appreciation for the Board’s match of 15%. He provided a Power Point presentation and thanked the Board of Commissioners for their support of the schools’ requests. He said the budget request for FY 2023-24 will be $6,922,413 for Current Expense, $320,000 for Continuation Costs, which is the same as last year, and $1,071,830 for Capital Outlay Appropriations which reflects no increase. Dr. Woody gave an update on the Elementary and Secondary School Emergency Relief Funds (ESSER) that were used to upgrade technology, purchase curriculum items addressing unfinished learning, and enhance learning spaces with new furniture. Dr. Woody stated that the unforeseen repairs necessary at McCrary Elementary School in order to open in August to teachers and students had set their budget back $1.6 million. He said the 10 Year Facilities Plan would be deferred for a year. He stated that the stadium was still needing renovations that are estimated to be between $3.5 and $5 million. Dr. Wendy Rich spoke of their new Family Center where parents could learn more about the school system, academics, and even attend classes. She invited the Board to tour the renovated rooms after adjourning.
