Special Meeting – Joint Meeting with the Ramseur Town Council
March 25, 2024
The Randolph County Board of Commissioners met in special session at 6:00 p.m. at the
Ramseur Town Municipal Building, 724 Liberty St., Ramseur, NC. Chairman Darrell Frye, Vice-
Chairman David Allen, Commissioner Kenny Kidd, and Commissioner Maxton McDowell were
present. Also present were Interim County Manager/Finance Officer Will Massie, Assistant
County Manager of Operations William Johnson, County Attorney Ben Morgan, and Clerk to the
Board Dana Crisco. Present with the Ramseur Town Council were Mayor Hampton Spivey, and
Commissioners Tresa Hatchett, JC Parrish, Diana Brower, and Joy Kearns. Also present were
Clerk to the Board Carol Akers and Ramseur Utilities Director Jason Helton. Commissioner Hope
Haywood entered at 6:10 p.m.
Chairman Frye opened the meeting for the County.
Mayor Hampton Spivey explained what problems Ramseur has with its water and what his
suggested solution is.
Chairman Frye stated that the Board was meeting with the Council to discuss a partnership to
help with the waterline from Asheboro to Chatham County. It involves comingling waters from
different municipalities to meet the demand of Wolfspeed.
Assistant County Manager of Operations William Johnson gave an overview and costs of the
portion of the design pertaining to the Town of Ramseur. Ramseur will be able to hook into the
line proposed to be along Hwy 64. Individual customers will not be given that option. The Eastern
Randolph Water and Sewer District will maintain the line.
Members of the Council asked questions regarding items that had not been determined yet.
Mayor Spivey voiced his concern over a 40-year water contract with the Town of Franklinville.
He questioned whether or not that contract had been broken. No one from the County who was
present knew about the contract.
Commissioner Kidd left the meeting at 6:45 p.m.
Mr. Johnson stated that John Grey with The Wooten Company was getting the pricing for
Ramseur together for the County Commissioners meeting on April 1, 2024 to address the request
presented at the March meeting.
Adjournment
At 6:29 p.m., on motion of Allen, seconded by Haywood, the Board voted 5-0 to adjourn.
