240429 Joint Meeting with the Liberty Town Council Special Meeting – April 29, 2024 Joint Meeting with Town of Liberty The Randolph County Board of Commissioners met in special session with the Liberty Town Council at 3:00 p.m. at 725 McDowell Rd., First Floor Meeting Room A, Asheboro, NC. Chairman Darrell Frye, Vice-Chairman David Allen, Commissioner Maxton McDowell, and Commissioner Hope Haywood were present. Commissioner Kenny Kidd was absent. Staff present for the County were Interim County Manager/Finance Officer Will Massie, Assistant County Manager William Johnson, Associate County Attorney Aimee Scotton, Paralegal Lauren Hughes, County Engineer Paxton Arthurs, Infrastructure Coordinator Chris Hildreth, Deputy Clerk to the Board Jenny Parks, and Clerk to the Board Dana Crisco. Present for the Town of Liberty were Mayor Filmore York, Council Members Tyson Nixon, Don Herndon, and Terry Caviness and Town Manager Scott Kidd. Chairman Frye opened the meeting and stated that the Board was meeting with the Council to discuss a partnership to help with the waterline to the Greensboro Water Lines. Assistant County Manager William Johnson showed a PowerPoint presentation that gave an overview of the water and sewer system which will extend across the county. It gave some tentative dates of section completion and suggestions of interlocal agreements. Due to the conditional nature of the project at this point, there were no questions from either the Commissioners or the Council Members.
