Joint Meeting with Town of Franklinville
The Randolph County Board of Commissioners met in special session with the Franklinville
Town Commissioners at 4:30 p.m. at 725 McDowell Rd., First Floor Meeting Room A, Asheboro,
NC. Chairman Darrell Frye, Vice-Chairman David Allen, and Commissioner Kenny Kidd were
present. Commissioner Maxton McDowell and Commissioner Hope Haywood were absent. Staff
present for the County were County Manager Zeb Holden, Assistant County Manager/Finance
Officer Will Massie, Assistant County Manager William Johnson, Associate County Attorney
Aimee Scotton, Paralegal Lauren Hughes, County Engineer Paxton Arthurs, Infrastructure
Coordinator Chris Hildreth, Deputy Clerk to the Board Jenny Parks, Public Information Officer
Amy Rudisill, and Clerk to the Board Dana Crisco. Present for the Town of Franklinville were
Mayor A.C. Hurley, Commissioners Mac Whatley, Richard Goodwin, and William Farias. Staff
present for the Town of Franklinville was Public Works Director Arnold Allred.
Chairman Frye opened the meeting and stated that the Board was meeting with the Council to
discuss a partnership to help with the waterline to Wolfspeed.
Infrastructure Coordinator Chris Hildreth gave updates on the current project for the Ogle’s
Creek Pump Station. He hoped that the bids for the work could be awarded before the end of the
year so the project could get started by the first of 2025 at the latest.
Assistant County Manager William Johnson showed a PowerPoint presentation that gave an
overview of the water and sewer system which will extend across the county. It gave some
tentative dates of section completion and suggestions of interlocal agreements.
Franklinville Commissioners had questions that would need to be answered when the water and
sewer projects were further along.
Adjournment
At 5:35 pm, on motion of Allen, seconded by Kidd, the Board voted 3-0 to adjourn.
