Joint Meeting with the City of Asheboro
The Randolph County Board of Commissioners met in special session with the Asheboro City
Council at 6:00 p.m. at 725 McDowell Rd., First Floor Meeting Room A, Asheboro, NC.
Chairman Darrell Frye, Vice-Chairman David Allen, Commissioner Maxton McDowell,
Commissioner Hope Haywood, and Commissioner Kenny Kidd were present. Staff present for
the County were County Manager Zeb Holden, Assistant County Manager/Finance Officer Will
Massie, Assistant County Manager William Johnson, County Attorney Ben Morgan, Associate
County Attorney Aimee Scotton, Paralegal Lauren Hughes, County Engineer Paxton Arthurs,
Infrastructure Coordinator Chris Hildreth, Planning and Zoning Director Tonya Caddle, Public
Information Officer Amy Rudisill, Deputy Clerk to the Board Jenny Parks, and Clerk to the Board
Dana Crisco. Present for the City of Asheboro were Mayor David Smith, Mayor Pro Tempore
Walker Moffitt, Council Member Eddie Burks, Council Member Kelly Heath, Council Member
Charles Swiers, Council Member Bill McCaskill, Council Member Joey Trogdon, Council
Member Clark Bell, City Manager John Ogburn, Water and Sewer Engineer Michael Rhoney,
Community Development Division Director Trevor Nutall, City Attorney Jeff Sugg, and City
Clerk Holly Doerr
Chairman Frye opened the meeting and thanked everyone for attending.
Zeb Holden, County Manager, gave a brief overview of what would be discussed during the
meeting.
Assistant County Manager William Johnson showed a PowerPoint presentation that gave an
overview of the water and sewer system which will extend across the county and briefly explained
the Master Plan. The presentation gave some tentative dates of section completion and suggestions
for interlocal agreements. He stated several questions for the US Highway 64 project that still
need to be answered. The goal for the meeting was not to come up with answers but to make
everyone aware of the conversations that need to happen between Randolph County and the City
of Asheboro regarding these projects.
Open discussion was had between Randolph County Government and the City of Asheboro.
The consensus was to have staff from each group meet to make recommendations to the elected
Boards.

At 7:08 pm, on motion of Allen, seconded by Kidd, the Board voted 5-0 to adjourn.
