1. Call to Order of the Randolph County Planning Board.
There was a meeting of the Randolph County Planning Board on October 29, 2024, at 1:00 PM in Meeting Room A, Randolph County Office Building, 725 McDowell Rd, Asheboro, NC. Chairman Pell called the meeting to order and welcomed those in
attendance. Pell stated that the purpose of the meeting was to allow the Planning Board
to have a work session on the proposed commercial revisions to the Randolph County
Unified Development Ordinance.
2. Roll call of the Board members. (Completed by staff.)
The County Planning staff completed the roll call of the members of the Board as they
arrived at the meeting. Reid Pell, John Cable, Reggie Beeson, Ken Austin, Brandon
Hedrick, Susan Thompson were present. Kemp Davis and Melinda Vaughan were absent. County Planning Director Tonya Caddle and County Attorney Ben Morgan were also present, along with County Planning staff members Kim Heinzer, Tim Mangum, and Eric Martin.
3. Work Session.
WORK SESSION ON COMMERCIAL TEXT AMENDMENTS
The Randolph County Planning Board will hold a workshop for Board discussion. The workshop will only be for Board discussion on proposed text amendments to the Randolph County UDO and the commercial zoning districts. This meeting is open to the public, however there will be no public input at this Board workshop.
Pell opened the meeting.
Caddle thanked everyone for attending the work session and began reviewing proposed text amendments presented by PowerPoint:
• New definitions to be added for taxi stands, towing services, and transitional
housing.
• New proposed zoning districts; GC (General Commercial District), LC (Limited
Commercial District), and CC (Community Commercial District).
She gave a brief description of each district as proposed. After discussion among the Board members, there were additional changes

suggested which will be presented at the November 12, 2024, Planning Board meeting. There were recommendations from some of the Board members to add verbiage to the Unified Development Ordinance, allowing the Planning staff's approval for a second residence for family members, and the Planning Board
discussed the need for future revisions to the landscaping buffers as they are
currently written.
4. Update from the Planning Director.
Caddle thanked the Board again for all of their suggestions and participation.
5. Adjournment.
At 2:47 p.m. on motion of Austin, seconded by Beeson, the Board voted 6-0 to adjourn.
