250113 Joint Meeting with Randolph County School Board January 13, 2025 — Special Joint Meeting with the Randolph County Board of Education The Randolph County Board of Commissioners met in special joint session with the Randolph County Board of Education at 4:30 p.m. in the Randolph County Schools Central Services Board Room, 2222 S. Fayetteville Street, Asheboro. Chairman Darrell Frye, Vice-Chairman Kenny Kidd, and Commissioners David Allen, Hope Haywood and Lester Rivenbark were present. Also present were County Manager Zeb Holden, Assistant County Manager/Finance Officer Will Massie, Assistant County Manager/Operations William Johnson, Paralegal Lauren Hughes and Clerk to the Board Dana Crisco. Members of the Randolph County Schools System present were Superintendent Dr. Stephen Gainey, Board of Education members Gary Cook, Tracy Boyles, Fred Burgess, Mike Sink, Phillip Lanier, and Shannon Whitaker and Executive Assistant to the Superintendent Beverly Fowler. Gary Cook and Fred Burgess arrived late. Superintendent Dr. Stephen Gainey welcomed the Commissioners and Chairman Frye called the meeting to order for the County. Dr. Gainey introduced School Board members and County School System leadership staff. Dr. Gainey gave an update on the accomplishments and advancements that had occurred in their extended facilities plan. He thanked the Commissioners for making these needs a “team” effort. He gave an update on funding and discussed some of their 2025-2026 fiscal year (FY) budget requests. Dr. Gainey said the projected continuation costs requested were $1,067,299 for the 2025-2026 FY. He stated this would cover the everyday expenses which include matching insurance and retirement increases, the effects of charter school growth, and utility increases. He explained the financial impact of charter school enrollment on funding from the state. He also asked for $123,000 to contribute an extra month of payroll for Data Managers who will be working all year instead of ten months along with $925,000 for local employee salary increases. For capital outlay, Dr. Gainey stated they would be asking for an additional $100,000 for the Facility Upgrade/Repair Plan. The Boards then discussed upcoming capital needs for school construction and renovation. It is the desire of the School Board to pursue new facilities for Randleman High School and Liberty Elementary School in that order. There was also mention of long-term planning for renovations on other schools within the district. Dr. Gainey thanked the Commissioners for their continued support of Randolph County Schools.
