Special Joint Meeting with the Asheboro City School Board of Education
The Randolph County Board of Commissioners met in a special joint session with the
Asheboro City Schools Board of Education in the Professional Development Center, 1221 S. Park
St., Asheboro High School campus, Asheboro. Chairman Darrell Frye, Vice-Chairman Kenny
Kidd, Commissioners David Allen, Hope Haywood, and Lester Rivenbark were present. Also
present were County Manager Zeb Holden, Assistant County Manager/Finance Officer Will
Massie, County Attorney Ben Morgan, Associate County Attorney Aimee Scotton, Paralegal
Lauren Hughes, and Clerk to the Board Dana Crisco. Members of the Asheboro City Schools
Board of Education present were Superintendent Dr. Aaron Woody, Board Chairman Baxter
Hammer, Vice-Chairman Ryan Patton, Hilda DeCortez, Phillip Cheek, Linda Cranford, Gidget
Kidd, Beth Knott, Hailey Lee, Michael Smith, Adam Hurley, and Melissa Calloway. School
officials present were Finance Officer Sandra Spivey Ayers, Director of Facilities and
Maintenance Jody Cox, and Clerk to the Board Angel Etheridge.
At 6:05 p.m., Chairman Frye called the meeting to order for the County. Chairman Frye thanked
the School Board for their partnership. Dr. Aaron Woody welcomed the Commissioners and
thanked the Boards for their partnership and dedication. He is very proud of the work that
Asheboro City Schools continue to do.
Members of Bobbitt Construction gave a presentation to show the renovations planned for
South Asheboro Middle School. There was a Groundbreaking Ceremony prior to the meeting to
kick off the project.
Dr. Woody provided a Power Point presentation and thanked the Board of Commissioners for
their support of the schools’ requests. He said the budget request for FY 2025-26 will be a 7%
increase over last years’ $7,342,158 adding $515,000 to Current Expense. Continuation costs last
year were $320,000 and they are asking for a 1% increase to keep competitive salaries. Capital
Outlay Appropriations were $1,082,175 last year. They are asking for an additional $100,000 to
continue the 10-year Facilities Plan. He reminded the Boards that they were awarded $29.7 million
in grant funds to renovate South Asheboro Middle School and the Commissioners agreed to
provide a 15% match to that.
Dr. Woody shared some future concerns as well. The local supplement increase is important to
allow Asheboro City Schools to recruit and retain staff members in a very competitive market.
Maintaining current levels of technology and curriculum and planning for device and server
refreshes over the next 2-3 years also creates the need for additional money in the local supplement.
The replacement of Lee J. Stone Stadium seating at a projected cost of $3.5 to $5 million is needed
in addition to the 10-year capital improvement plan funding each year. A housing development
approved by the City of Asheboro which is adjacent to the Teachey Elementary School campus
will create additional capacity needs.
