Special Meeting with Randolph Community College Board of Trustees (RCC)
The Randolph County Board of Commissioners met in special session at 6:00 p.m. at the Allied
Health Center, 606 Industrial Park Ave., Asheboro, NC. Chairman Darrell Frye, Vice-Chairman
Kenny Kidd, Commissioner David Allen, Commissioner Hope Haywood, and Commissioner
Lester Rivenbark were present. Also present were County Manager Zeb Holden, Assistant County
Manager/Finance Officer Will Massie, Assistant County Manager William Johnson, County
Attorney Ben Morgan, Associate County Attorney Aimee Scotton, Public Information Officer
Amy Rudisill, and Clerk to the Board Dana Crisco.
Chairman Frye opened the meeting for the County at 6:25 p.m.
Dr. Shah, President of RCC, presented a PowerPoint presentation showing the desired Capital
improvements of the Board of Trustees after which Dr. Richard Weldon, Vice President of
Operations/COO, shared the financial request for the Proposed Budget this year.
For FY 2025-26, RCC is asking for $4,070,500 for Current Expense and Capital Outlay. This
is an increase from what was received last year which is needed deferred maintenance. In addition
to this amount, the Board of Trustees would like $25 million for Phase One of the new Liberty
Center and $1.4 million for water and sewer expansion at the Emergency Services Training Center.
At 7:26 p.m., on motion of Allen, seconded by Kidd, the Board voted 5-0 to adjourn the
meeting.
