At 12:02 p.m., already convened in closed session, the Board discussed on a matter relating
to the location or expansion of business in the area, pursuant to NCGS 143-318.11(a)(4). Chairman
Darrell Frye, Vice-Chairman David Allen, Commissioner Kenny Kidd, Commissioner Hope
Haywood, and Commissioner Maxton McDowell were present. Finance Officer Will Massie,
Clerk to the Board Dana Crisco, and Associate County Attorney Aimee Scotton joined the meeting
by Zoom video call. Also present were County Manager Hal Johnson and Deputy Clerk to the
Board Sarah Pack Clerk. Additionally, EDC Business Recruitment Director Crystal Gettys,
Representatives Pat Hurley and Allen McNeil, and Senator Dave Craven were present.
Information Technology Director Michael Rowland was present for technical support. County
Attorney Ben Morgan was absent. Required social distancing was maintained throughout the
meeting due to the COVID-19 pandemic.
Ms. Gettys discussed a mechanical company, who is a major producer for the Caterpillar brand,
that is looking at a site in Liberty. They would eventually like to be annexed into the town and be
supplied with water and sewer. The Town of Liberty is hesitant to offer incentives to the company.
There is currently a $49,500 fine that the Town of Liberty owes from a sewage spill that must be
paid before running additional water or sewer lines to the site. Ms. Gettys asked the Board to
consider an unusual incentives package as the company is a great fit for the site. She will be
speaking to the Council and hopes the Town of Liberty will participate in offering incentives.
Pat Hurley exited the meeting at 12:25 p.m.
At 12:37 p.m., on motion of Allen, seconded by Kidd, the Board voted unanimously to return to
open session.
