200611 Closed Session Economic Development
Closed Session June 11, 2020
At 7:55 p.m., the Board convened in closed session pursuant to NCGS 143-318.11(a)(4) to
discuss matters relating to the location or expansion of industries or other businesses in the area
served by the public body, including agreement on a tentative list of economic development
incentives that may be offered by the public body in negotiations. Present for the County were
Chairman Darrell Frye, Vice-Chairman David Allen, Commissioner Kenny Kidd, Commissioner
Maxton McDowell, and Commissioner Hope Haywood were present. Also present were County
Manager Hal Johnson, Finance Officer Will Massie, Associate County Attorney Aimee Scotton,
and Clerk to the Board Dana Crisco. Present from the Randolph County Economic Development
Corporation (EDC) were Crystal Gettys, Business Recruitment Director, and Kevin Franklin,
President.
Ms. Gettys and Mr. Franklin gave a presentation of available properties and buildings (product)
in Randolph County. They explained why having product was so important. Many companies are
looking for a ready site with a Ðshell buildingÑ that they can occupy and up fit to their needs. The
site should have an environmental study completed as well. This speeds the process for companies
to have their business running in a shorter period of time than starting from scratch.
It was also mentioned that Randolph Electric Membership Corporation (REMC) may have a
0% interest loan that the County could apply for.
The Board was in consensus that they needed some figures to assess what the initial financial
commitment would be to begin the process.
At 8:48 p.m., on motion of Allen, seconded by Kidd, the Board voted unanimously to go back
into regular session.
