Closed Session Î Project SSIP Ï August 3, 2020
At 7:25 p.m., the Board convened in closed session on a matter relating to the location
or expansion of business in the area, pursuant to NCGS 143-318.11(a)(4). Chairman Darrell
Frye, Vice-Chairman David Allen, Commissioner Kenny Kidd, Commissioner Maxton
McDowell, and Commissioner Hope Haywood were present. Also present were County
Manager Hal Johnson, Finance Officer Will Massie, County Attorney Ben Morgan,
Associate Attorney Aimee Scotton, Deputy Clerk to the Board Sarah Pack, and Clerk to the
Board Dana Crisco. Also present were Crystal Gettys, Randolph County Economic
Development Corporation (EDC) Business Recruitment Director and Kevin Franklin, EDC
President. Required social distancing was maintained throughout the meeting due to the
COVID-19 pandemic.
Ms. Gettys presented information on a sportswear company looking at the former MAS
Acme building on Pritchard Street. This company is wanting to expand its screen printing
capabilities. This is a competitive project and Ms. Gettys said the incentives offered by other
prospective locations were better than what she was currently able to offer. She asked the
Commissioners for guidance on additional motivations to get this business to move to
Randolph County.
