Closed Session Î Property Purchase Consideration Ï August 14, 2023
At 8:36 p.m., the Board already convened in closed session met pursuant to NCGS 143-
318.11(a)(5) to discuss matters relating to the establishing, or instructing the public bodyÓs staff
or negotiating agents concerning the position to be taken by or on behalf of the public body in
negotiating (i) the price and other material terms of a contract or proposed contract for acquisition
of real property by purchase, option, exchange, or lease. Chairman Darrell Frye, Vice-Chairman
David Allen, Commissioner Hope Haywood, Commissioner Maxton McDowell, and
Commissioner Kenny Kidd were present. Also present from the County were County Manager
Hal Johnson, Assistant County Manager/Finance Officer Will Massie, Associate County Attorney
Aimee Scotton, Paralegal Lauren Hughes, and Clerk to the Board Dana Crisco.
Chairman Frye discussed a piece of property that the County had been approached to purchase.
It is adjacent to property already owned by the County. The buildings on the property would need
to be removed. It was recommended that an appraisal be done based on the new use of the
property. The Board concurred with the recommendation.
At 8:42 p.m., the Board met on another Closed Session issue.
