Special Closed Session Î Land ConsiderationÏ September 3, 2024
At 7:05 p.m., the Board convened in closed session at 725 McDowell Rd., First Floor Meeting
Room A, Asheboro, pursuant to NCGS 143-318.11(a)(5) to instruct the public bodyÓs staff or
negotiating agents concerning the position to be taken by or on behalf of the public body in
negotiating the price and other material terms of a contract or proposed contract for the acquisition
of real property by purchase, option, exchange, or lease. Chairman Darrell Frye, Vice-Chairman
David Allen, Commissioner Hope Haywood, Commissioner Kenny Kidd, and Commissioner
Maxton McDowell were present. Also present were County Manager Zeb Holden, Assistant
County Manager/Finance Officer Will Massie, County Attorney Ben Morgan, Associate County
Attorney Aimee Scotton, Deputy Clerk Jenny Parks, and Clerk to the Board Dana Crisco.
County Attorney Ben Morgan handed out contracts for a potential tract of land that the
Randolph County School Board wants to purchase. The School Board wished to build a new
Liberty Elementary School on this property.
No one from the School System was able to be present due to a ÐTeacher of the YearÑ event
that was scheduled at the same time.
The Commissioners discussed the merits of the property, its price, and the prepared contract.
It was agreed that more information was desired before taking action on the proposal.
At 7:45 p.m. the Board left Closed Session on motion of Allen, seconded by Kidd.
