220912 Closed Session Property Aquisition
Closed Session Î Property Acquisition Ï September 12, 2022
At 7:22 p.m., the Board convened in closed session pursuant to NCGS 143-318.11(a)(5) to
establish or instruct the public bodyÓs staff or negotiating agents concerning the position to be
taken by or on behalf of the public body in negotiating the price and other material terms of a
contract or proposed contract for the acquisition of real property by purchase, option, exchange,
or lease. Chairman Darrell Frye, Vice-Chairman David Allen, Commissioner Hope Haywood,
and Commissioner Kenny Kidd were present. Commissioner Maxton McDowell was absent. Also
present from the County were County Manager Hal Johnson, Assistant County Manager/Finance
Officer Will Massie, County Attorney Ben Morgan, County Engineer Paxton Arthurs, and Deputy
Clerk Sarah Pack. Present from Randolph County Economic Development Corporation (EDC)
was President Kevin Franklin.
Mr. Arthurs explained the restrictions on the land at the proposed I-74 Industrial Site which
will result in the need to purchase additional neighboring land. An offer was proposed to the Board
that would be presented to the property owner.
The EDC has been in communication with the property owners as well as representatives of the
County. The Board was in consensus that the EDC communicate with the property owners
regarding the purchase offer.
On motion of Allen, seconded by Kidd, the Board voted 4-0 to end Closed Session and return
to Regular Session.
