191104 Closed Session Randolph Health Closed Session Î Randolph Health Ï November 4, 2019 Already convened in closed session, the Board met pursuant to North Carolina General Statutes Section 143-318.11 for the purpose of discussing competitive healthcare activities by or on behalf of Randolph Health, which discussion is privileged and confidential pursuant to North Carolina General Statutes Section 131E-97.3, as is permitted by North Carolina General Statutes Section 143-318.11(a)(4). Chairman Darrell Frye, Vice-Chairman David Allen, and Commissioners Kenny Kidd, Maxton McDowell, and Hope Haywood were present. Also present were County Manager Hal Johnson, Finance Officer Will Massie, County Attorney Ben Morgan, Associate County Attorney Aimee Scotton, and Clerk to the Board Dana Crisco. Chairman Frye gave an update on Randolph Health. He said that there have been different versions of the bill to aid rural hospitals, the Rural Health Care Stabilization Program. Applicants can apply for a loan of up to $20 million to secure local health care. In the case of Randolph Health, Randolph County would need to apply for the loan. UNC Hospital must approve the applicant and recommend approval to the Local Government Commission (LGC). There must also be a successor hospital. A healthcare system has said they will take another look at Randolph Health. The Board was in consensus that a Special Meeting with a Public Hearing be set for November 21, 2019, at 6:00 p.m. to hear the request of Randolph Health to ask Randolph County to apply for the Rural Health Care Stabilization program for a loan up to $20 million. ________________________________ _________________________________ Darrell L.
