071824 Animal Services Advisory BoardMeeting 6:00 pm, July 18, 2024 The Randolph County Animal Services Advisory Board met in regular session on July18, 2024, at 6:00 p.m. in the Randolph County Office Building Meeting Room A, 725 McDowell Road, Asheboro, NC. Commissioner David Allen, Lisa Sparks,J.R. Beard, Jennifer Layton, Cynthia Grantham,James Moore, James Balder,and Renee Bryantwere in attendance. Also present wereCounty Manager Zeb Holden, AssistantCounty Manager Williams Johnson,Clerk to the Board Jenny Parks,Strategic Program Coordinator Leia Stiegmann,and Animal Services Director Jonathan Moody. Call to Order and Opening Comments Commissioner David Allen called the meeting to order and welcomed Board members and guests. Public Comment Commissioner Allen opened the floor for public comment and closed it afterno one wished to speak. Approval of Minutes On motion ofJ. R. Beard, seconded by Renee Bryant, the Board voted 8-0 to approve the minutes from the April 18, 2024, meeting. Animal Services Operational/Department Updates Johnathan Moody, Animal Services Director, thanked everyone for attendingthe meeting. He stated he would not be giving a numbers update as it was presentedduring the work session that was held on May 23, 2024. Mr. Moody thanked ReneeBryantand LisaSparksfor theirassistance with the shelter. Their efforts are much appreciated. Mr. Moody reported on the following events coming up: th -Adoption Event, Saturday, July 20at PetSmart from 12:00 noon until 3:00 p.m. The Humane Society will be bringing animals as well as the shelter. th -Vaccine Clinic, Saturday, August 24at the Liberty Legion Hut from 10:00 a.m. until 1:00 p.m. Happy Hills will be partnering with the shelter on this event. Mr. Moody stated Amy Rudisill, Randolph County’s Public Information Officer,will be working withthe shelter and assisting them on social mediaoutlets. 07/18/2024 Ms. Sparks shared her concern about Facebook posts that she has shared from the shelter’s page being removed from her personal Facebook page. She can, however, share posts from the shelter to her business page and they are not removed. Discussion was had regarding this and it may be a Facebook issue. Ms. Bryant reported that the email traffic issue has been streamlined at Animal Services and seems to be working efficiently. SWOT Analysis Results and Presentation of Strategic Plan Randolph County Strategic Program Coordinator Leia Stiegmann shared the summary from the work sessionand it is attached to these minutes. This draft document outlinesgoals, objectives, etc. over three years staff can direct their attention to. This is a draft document and once the Board finalizes it, the document will become official, and then it will be presented to the Board of Commissioners. JR Beard thanked Leia and said she has done a great job pulling this information together. He feels this is a big step forward and a place to start. Renee Bryant thanked those who have been a part of this smaller committee and who have worked on this document. James Mooresuggested updates be reported quarterly to the Board. Board Discussion Commissioner Allen asked the Board how they wished to proceed with what hadbeen presented. J.R. Beard moved, seconded by Lisa Sparks, the Board voted 8-0 to approve the Strategic Plan and present it to the Board of Commissioners. County Manager Zeb Holden stated this item would possibly be on the September 3, 2024 Agenda. Jennifer Layton stated there needs to be a signature page added to the Strategic Plan. Once the plan is finalized, Jenny Parks will email this document to all Board members. Commissioner Allen said the Animal Services Bylaws need to be reviewed soon. Ms. Parks will email the bylaws to the Board for their review. Adjournment Commissioner Allen thanked the Board members and the Animal Services staff for their work and dedication.
