The Randolph County Animal Services Advisory Board met in regular session on January 16,
2025at 6:00 p.m. in the Randolph County Office Building Meeting Room A, 725 McDowell Road,
Asheboro, NC. Commissioner Kenny Kidd, Lisa Sparks,Jennifer Layton,CynthiaGrantham,and
Renee Bryantwere in attendance. Also present wereCounty Manager Zeb Holden, Clerk to the
Board Dana Crisco,and Animal Services Director Jonathan Moody.
Call to Order and Opening Comments
County Manager Zeb Holden presided callingthe meeting to order and welcomingBoard
members and guests. He acknowleged the needed quorum was not met. No formal action would
be taken tonight as a result.
Public Comment
County Manager Zeb Holden opened the floor for public comment and closed it aftereveryone
who wished to speakhad done so.
Dr.Tina Byrd, Veternarian, 1498 Brownstone Hills Dr., Asheboro, is very concerned about the
feral cats in Asheboro who have been spade or neutered being relocated outside the City. This
had been going on for a long time and she wanted the Commissioners to be aware of it.
Discussion occurred between members and Dr. Byrd. Mr. Moody stated he had spoken with
the Asheboro Police to inform them they could not move the cats to a different location if they
have no owner and have been spade or neutered. It is against the policies of the State
Department of Agriculture and Consumer Sciences.
Lorraine Smith, 1803 Coxmoor Pl., Asheboro, asked what the purpose of the Animal Services
Board was. She was told it was advisory, they don’t make policy.
Approval of Minutes
Because there was no quorum for the meeting, the minutes of the July 18, 2024 meeting were
not approved.
Animal Services Operational/Department Updates
Jonathan Moody, Animal Services Director, thanked everyone for attendingthe meeting. He
provided the Board with statistics of the 2024 calendar year versus the 2023 Calendar year. This
handout follows these minutes as Attachment A.

Mr. Moody addressed some items from the Animal Services Strategic Plan adopted by the
Board of Commissioners on October 7, 2024. He reported the following:
Animal Services received a grant for Trap, Neuter, Release (TNR).
Guilford County Animal Services Director Jorge Ortega had agreed to be his mentor.
He was sending two employees to an Emerging Leaders Training in January.
He was looking for more workshops and hands-on training opportunities for the staff and
himself.
He was investigated fees of counties such as Guilford, Rockingham, Pasquotank, and
Johnston to compare their fees with ours and also to see if there are fees we do not have
but should.
Renee Bryant Said she felt that the Animal Control Ordinance needs to be updated to include
an “Inclement Weather” clause. She said that Thomasville had that in their Ordinance. Mr.
Moody stated that there would be liability with that and he needed to speak with Aimee Scotton,
Associate County Attorney.
Lisa Sparks said that she agreed about liability for owners not following the rules during the
extreme cold. She spoke of some of the activities that her rescue had participated in and thanked
Mr. Moody and his staff for their assistance with some of them.
Adjournment
Commissioner Kidd and County Manager Zeb Holdenthanked the Board members and the
Animal Services staff for their work and dedication. Mr. Holden adjourned the meeting at 6:52
p.m.
