Special Called Meeting and Work Session – September 22, 2025
The Randolph County Board of Commissioners met in a Special Called Meeting and Work
Session at 3:00 p.m. in the RCOB First Floor Meeting Room, 725 McDowell Rd., Asheboro, NC.
Chairman Darrell Frye, Vice-Chairman Kenny Kidd, Commissioner David Allen, Commissioner
Hope Haywood, and Commissioner Lester Rivenbark were present. Also present were County
Manager Zeb Holden, Assistant County Manager/Finance Officer Will Massie, Assistant County
Manager William Johnson, County Attorney Ben Morgan, Associate Attorney Aimee Scotton,
Paralegal Lauren Hughes, Paxton Arthurs, County Engineer, and Clerk to the Board Dana Crisco.
Randolph County School Grants
Dr. Stephen Gainey, Randolph County School System Superintendent, presented two Needs
Based Capital Fund Grant applications for Board approval.
One was for a new Randleman High School in the amount of $62,000,000 with a minimum
match from the County of $9,300,000.
On motion of Haywood, seconded by Rivenbark, the Board voted 5-0 to approve the application
and match for the Randleman High School Project Needs Based Capital Fund Grant.
The other was for a new Liberty Elementary School in the amount of $42,000,000 with a
minimum County match of $6,300,000.
On motion of Allen, seconded by Kidd, the Board voted 5-0 to approve the application and
match for the Liberty Elementary School Project Needs Based Capital Fund Grant.

At 5:15 p.m., on motion of Rivenbark, seconded by Kidd, the Board voted 5-0 to adjourn.
