Special Work Session – October 21, 2025
The Randolph County Board of Commissioners met in a Special Work Session at 2:00 p.m.
Agricultural Center, HWY 64, Asheboro, NC. Chairman Darrell Frye, Vice-Chairman Kenny
Kidd, Commissioner David Allen, Commissioner Hope Haywood, and Commissioner Lester
Rivenbark were present. Also present were County Manager Zeb Holden, Assistant County
Manager/Finance Officer Will Massie, Assistant County Manager William Johnson, County
Attorney Ben Morgan, County Engineer Paxton Arthurs, Strategic Program Coordinator Leia
Stiegmann, Fire Marshal Erik Beard, and Clerk to the Board Dana Crisco.

Opioid Settlement Funding Application
Fire Protection Update
Water/Sewer Infrastructure Updates
Farmland Preservation
Facilities Committee Capital Project Recommendations
Adjournment
At 5:35 p.m., on motion of Rivenbark, seconded by Kidd, the Board voted 5-0 to adjourn.
