101625 (2) Animal Services Advisory Board Meeting 6:00 pm, October 16, 2025 The Randolph County Animal Services Advisory Board met in regular session on October 16, 2025 at 6:00 p.m. in the Randolph County Office Building Meeting Room A, 725 McDowell Road, Asheboro, NC. Chairman Kenny Kidd, Lisa Sparks, Jennifer Layton, Cynthia Grantham, JR Beard, Renee Bryant, and Matthew Camp were in attendance. J. Brandon Merrell was absent. Also present were County Manager Zeb Holden, Clerk to the Board Dana Crisco, and Animal Services Director Jonathan Moody. Call to Order and Opening Comments Chairman Kenny Kidd presided calling the meeting to order and welcoming Board members and guests. Public Comment Chairman Kidd asked if anyone had signed up to speak. Ms. Crisco replied no. Approval of Minutes Ms. Sparks asked that a comment by her be striken as it was out of context. On motion of Beard, seconded by Bryant, the Board voted 7-0 to approve minutes of July 17, 2025, as amended. Animal Services Operational/Department Updates Jonathan Moody, Animal Services Director, thanked everyone for attending the meeting. He provided the Board with statistics of the 2025 year to date (YTD) versus the 2024 YTD. He said the State had come for their annual inspection and cited some rust and cracks that needed repair. Otherwise, everything was good with the inspection. Mr. Moody spoke of needing Certified Rabies Vaccinators. He and the Lead Officer will be attending the NC Rabies Conference. Mr. Moody reported that Animal Services had assisted in a rabies clinic. They also helped Happy Hills with a vaccination clinic. The recent rabies outbreaks in both Guilford and Randolph Counties were the highest in the state. Most cases are stemming from wildlife. Further discussion continued. 10/16/2025 Nuisance Violations Mr. Moody spoke about the Nuisance Violations section he was hoping to add to the Animal Services Ordinance. As the Animal Control Officers (ACO) give citations to pet owners, the problem for the citation is not being corrected. The addition of Nuisance Violations would allow another option when the same animal continues to create a problem. The owner would have the animal removed to make corrections then returned once the corrections had occurred. It was asked if this applied only to dogs and Mr. Moody clarified that it was for all animals. The nuisance violation can be used by the ACOs when needed. There do not need to be a certain amount of violations. On motion of Bryant, seconded by Beard, the Board voted 7-0 to recommend approval of the addition of the Nuisance Violation language to the Ordinance to the Commissioners. Board Discussion Ms. Sparks said she would like to have a committee started regarding feral cat overpopulation. Ms. Bryant had attended a meeting with the City of Asheboro regarding their feral cat issues. Adjournment Chairman Kidd thanked the Board members, the Animal Services staff, and audience members for their work and dedication. At 6:58 p.m., on motion of Layton, seconded by Beard, the Board voted 7-0 to adjourn. 10/16/2025
