260112 Joint RCSS January 12, 2026 — Special Joint Meeting with the Randolph County Board of Education The Randolph County Board of Commissioners met in special joint session with the Randolph County Board of Education at 4:00 p.m. in the Randolph County Schools Central Services Board Room, 2222 S. Fayetteville Street, Asheboro. Chairman Darrell Frye, Vice-Chairman Kenny Kidd, and Commissioners David Allen, Hope Haywood and Lester Rivenbark were present. Also present were County Manager Zeb Holden, Assistant County Manager/Finance Officer Will Massie, Assistant County Manager/Operations William Johnson, Associate Attorney Aimee Scotton, Paralegal Lauren Hughes, Public Information Officer Amy Rudisill, Deputy Clerk Amber Cole, and Clerk to the Board Dana Crisco. Superintendent Dr. Stephen Gainey and members of the Randolph County Schools System Executive Team were present, Board of Education members Gary Cook, Tracy Boyles, Fred Burgess, Todd Cutler, Phillip Lanier, Sharon Petty-Farlow, and Shannon Whitaker and Executive Assistant to the Superintendent Beverly Fowler. Superintendent Dr. Stephen Gainey welcomed the Commissioners and Chairman Frye called the meeting to order for the County. Dr. Gainey said the projected continuation costs requested were $1,207,232 for FY 2026-2027. He stated this would cover the everyday expenses which include matching insurance and retirement increases, the effects of charter school growth, and utility increases. He explained the financial impact of charter school enrollment on funding from the state. He also asked for $690,000 to partially compensate for decreased low-wealth supplemental funding from the State. For capital outlay, Dr. Gainey stated they would be asking for an additional $100,000 for the Facility Upgrade/Repair Plan. Initial results of the student population study were highlighted. The Boards then discussed upcoming capital needs for school construction and renovation. Their Board will be meeting in February to discuss prioritization of projects. Dr. Gainey thanked the Commissioners for their continued support of Randolph County Schools.
