Closed Session – Ace Avant — November 7, 2022
At 8:10 p.m., the Board convened in closed session pursuant to NCGS 143-318.11(a)(4) To
discuss matters relating to the location or expansion of industries or other businesses in the area
served by the public body, including agreement on a tentative list of economic development
incentives that may be offered by the public body in negotiations. Vice-Chairman David Allen,
Commissioner Hope Haywood, Commissioner Maxton McDowell, and Commissioner Kenny
Kidd were present. Also present from the County were County Manager Hal Johnson, County
Attorney Ben Morgan, and Clerk to the Board Dana Crisco.
With Chairman Darrell Frye absent, he had asked County Manager Hal Johnson to update the
Board on an economic development issue in regards to property located on Highway 311/I-74,
Sophia. Chairman Frye had been asked by the Economic Development Corporation, on behalf of
a local industry, to write a letter of support for a grant to add industrial buildings to the property
located adjacent to Sophia Baptist Church. Members of the church had been contacted by the local
industry and asked them to provide a clear easement that would allow access to this property.
Those members were told that the property was to be used for another church or a small housing
development. Because of the misinformation, Chairman Frye does not intend to write a letter of
support for building on this property. He would write a letter of general support for Ace Avant to
apply for grants impacting properties along the Highway 311/I-74 Corridor that are currently zoned
Industrial. The consensus of the Commissioners was to provide no letter of support concerning
property adjacent to Sophia Baptist Church until proper zoning had been obtained.
At 8:17 p.m., discussion on this topic ended to address personnel issues in Closed Session.
