Special Meeting with Randolph Community College (RCC) Board of Trustees
The Randolph County Board of Commissioners met in special session at 5:30 p.m. at the Allied
Health Center, 606 Industrial Park Ave., Asheboro, NC. Chairman Darrell Frye, Vice-Chairman
Kenny Kidd, Commissioner David Allen, Commissioner Hope Haywood, and Commissioner
Lester Rivenbark were present. Also present were County Manager Zeb Holden, Assistant County
Manager/Finance Officer Will Massie, Assistant County Manager William Johnson, County
Attorney Ben Morgan, Public Information Officer Amy Rudisill, Paralegal Lauren Hughes, and
Deputy Clerk to the Board Amber Cole.
Chairman Frye opened the meeting for the County at 6:00 p.m.
Dr. Shah Ardalan, President of RCC, presented a PowerPoint showing the desired capital
improvements of the Board of Trustees after which Dr. Richard Weldon, Vice President of
Operations/COO, shared the financial request for the 2026-27 fiscal year.
For FY 2026-27, RCC is asking for $4,918,500 for Current Expenses, Operational Capital
Outlay, and Current Capital and $1,643,500 for Deferred Maintenance for Phases 2 and 2.5. This
is an increase of $178,500 over what was requested last year. In addition, the Board of Trustees
would like $10 million for Phase 1 of the new Liberty Center and a $2 million special funding

request for the AiC project.
At 7:00 p.m., on motion of Allen, seconded by Kidd, the Board voted 5-0 to adjourn the
meeting.
