The applicant desires to obtain a Special Use Permit to specifically allow a 14’x24’ portable building for custom apparel sales as per site plan. Heinzer presented the first case of the night. The Chair opened the public hearing. Thomas Switzer, 837 Gold Hill Rd, Asheboro, was sworn in by Ben Morgan. Switzer stated that his wife had turned her hobby into something larger. His wife wants to start a custom apparel business with embroidery and heat transfer. There will be pickup and drop-off only; there is no storefront or showroom for people to shop. They will operate out of a 14x24 accessory building that will match the house in color and style. The building will need power but no plumbing. The building will be simple. The chair asked if the Board had any more questions. Beeson asked what the hours of operation would be. Switzer said part-time in the evening after work. Beeson asked if people could stop by and shop or if it would be appointment only. Switzer stated it would be appointment only. When their items are ready to be picked up, they will receive a phone call. Cable asked how late in the evening people would be coming by. Switzer said not past 7:00 p.m. Cable also asked about delivery trucks. Switzer said they already have the normal Amazon and FedEx, and that he doesn’t think it would be any extra. Beeson asked if any big trucks would be delivering items. Switzer said no, it would just be the normal delivery vehicles. Cable asked if Switzer had talked to his neighbors about what he wanted to do. Switzer said yes, and no one was in opposition. Pell asked if there were more questions. The Chair closed the public hearing for discussion among the Board members and a Page 3 of 9 8/4/2026 possible motion. Cable asked if signs were posted and adjoining property owner letters were sent. Heinzer said yes. Cable said that he liked that Switzer was going to mirror the building on the house. Davis said this is a small home business. Hedrick said the property is in a primary growth area, so we support mixed-use. It does comply with the area. On the motion of Hedrick, seconded by Cable, with a vote of 7-0, the Planning Board voted to approve the request with the motions contained in the Planning Board agenda packet. BEULAH BAPTIST CHURCH SPECIAL USE REQUEST #2026-00022036 The Randolph County Planning Board will hold a duly published and notified quasi-judicial hearing on the request by Neal Jackson, Bennett, NC, and their request to obtain a Special Use Permit at 8454 Howard Mill Rd, Pleasant Grove Township, Tax ID #8634142243, 24.10 acres, RA - Residential Agricultural District. The applicant desires to obtain a Special Use Permit to specifically allow an academic school in an existing building/church. (Property Owner: Beulah Baptist Church) Heinzer read the case summary for the Special Use Request for Beulah Baptist Church. The Chair opened the public hearing. Tracy Jackson, 907 Canviness Town Rd, Robbins, was sworn in by Ben Morgan. Jackson thanked the Board for hearing her. She said that in 2019, the church had been renting space to Faith Christian School as a satellite campus. The church wanted to separate from Faith Christian School and is establishing its own school. They will have the same student body and staff as last year. Davis asked if Faith Christian School was operating the same. Jackson said yes, just not at this location. Hedrick asked if the traffic pattern was staying the same. Jackson said yes; we use a large parking lot in back, so we have an established drop-off and pick-up pattern that Page 4 of 9 8/4/2026 is not in the road. Cable asked if they had talked to DOT about the parking lot entrance. Jackson said not at this time. Beeson asked about the floor plan. Jackson said they add a class each year. Beeson asked how many students enrolled. Jackson said they have 48 in the preschool program and 38 in elementary schools. Beeson asked about the hours of operation. Jackson said they open at 7 a.m. and close at 4 p.m. Cable asked about weekend, holiday, and summer schedules. Asking if there would be a daycare offered in the summer. Jackson stated they are not a daycare. They are a school and will follow normal school times. Hedrick asked if anything was changing. Jackson said that everything was staying the same other than the name. Hedrick said we want schools to be successful and grow and that if you build anything else, you will have to come back before the Board. Pell asked if the Board had any more questions. The Chair closed the public hearing for discussion among the Board members and a possible motion. Hedrick said the school is approved, but if the structure changes, they would have to come back before the Board. Nothing changed from what's currently there, and there are no concerned neighbors. Cable stated they aren't being a satellite location anymore; they are their own school. On the motion of Davis, seconded by Hedrick, with a vote of 7-0, the Planning Board voted to approve the request with the motions contained in the Planning Board agenda packet. WILLIEN REZONING REQUEST #2026-00022023 Dan W. Tanner II, Asheboro, NC, and their request to rezone 10.07 acres on Royalshire Ln, Cedar Grove Township, Tax ID #7659051590, Primary Growth Area, from RA - Residential Agricultural District & RE – Residential Exclusive District to CVOE-CD - Conventional Subdivision Overlay Page 5 of 9 8/4/2026 Exclusive - Conditional District. The proposed Conditional Zoning District would specifically allow two additional lots for site-built homes only as per the site plan. Property Owner: Kelly Dean Willien & Wendy Gayle Willien Henizer presented the Rezoning Request. Dan Tanner II, 154 S Fayetteville St, Asheboro, the surveyor, said this is a division of a 10-acre tract that was part of a larger subdivision. We are splitting 10 acres into two 5-acre tracts. Each tract will have its own septic, and the soil test was good. We are just asking for two lots that will be for site-built homes. This is the max they can do with this parcel, since they don't have the road frontage. Five acres is required. Morgan asked if an easement was required. Tanner said, as far as he knows, no well or septic easement is required, but the bottom tract will have an easement since it does have road frontage. Beeson asked if there would be a shared driveway. Tanner said yes; a portion of it will be shared for a portion. Pell asked if the Board had any other questions. The Chair closed the public hearing for discussion among the Board members and a possible motion. Cable stated this was just cleaning up an old subdivision and complying with everything. On the motion of Cable, seconded by Beeson, with a vote of 7-0, the Planning Board voted to approve the request with the motions contained in the Planning Board agenda packet. DOERR REZONING REQUEST #2026-00022032 The Randolph County Planning Board will hold a duly published and notified legislative hearing on the request by Chris Doerr, Asheboro, NC, and his request to rezone 1.28-acres on US HWY 220 S, Richland Township, Tax ID #7665770418 & 7665679683, Primary Growth Area, RR - Residential Restricted District to RA - Residential Agricultural District. Page 6 of 9 8/4/2026 Heinzer presented the rezoning request. The Chair opened the public hearing. Chris Doerr, 1298 Glenn Ctry Rd, Asheboro, stated that they have 3 acres there, and they want to clean it up because it looks rough right now. We want to put a duplex on each parcel. That’s our idea right now, but we need it rezoned to be able to do that. Pell asked the Board if they had questions. Hedrick asked if these parcels were served by water and sewer. Doerr said yes. Hedrick stated that from looking at the area, it had different uses. Cable asked what the plan was for trees if he was going to clear-cut or keep some. Doerr said it was very overgrown, so he wanted to clean it up as much as possible but keep the bigger pines. Davis asked if this property had been dormant for a long period of time. Doerr said yes; the previous owner passed away years ago. Davis asked if this needs to be cleaned up. Doerr said yes, it needs to be cleaned up, and my wife and I are real estate agents. Beeson asked if the duplex was double or single story. Doerr said single. Pell asked if there were any other questions. The Chair closed the public hearing for discussion among the Board members and a possible motion. Beeson asked, since these lots have water and sewer, if the lot size was ok for what he was asking for. Heinzer said yes. On the motion of Beeson, seconded by Davis, with a vote of 7-0, the Planning Board voted to approve the request with the motions contained in the Planning Board agenda packet. J & E PROPERTIES OF NC LLC REZONING REQUEST # 2026-00022024 The Randolph County Planning Board will hold a duly published and notified legislative hearing on the request by J&E Properties of NC LLC, Mount Airy, NC, and their request to rezone 4.57-acres at 6788 Willard Rd, Liberty Township, Rocky River Balance Area Watershed, Tax ID #8725677142, Page 7 of 9 8/4/2026 Primary Growth Area, from RA - Residential Agricultural District to HI-CD - Heavy Industrial - Conditional District. The proposed Conditional Zoning District would specifically allow a concrete batch plant as per the site plan. (Property Owner Liberty Raceway Park LLC) Heinzer presented the final rezoning case of the night. The Chair opened the public hearing. Jamie Nelms with Ready Mix out of Mt Airy said they already have several plants. We want to get this property rezoned so we can add a new concrete plant. We expect growth in that corridor. This plant will be smaller than others due to the size of the lot and will run new trucks. Cable asked if they recycle the concrete. Nelms said they produce ready-mixed concrete and that they make 2x6 blocks that they resell. Davis asked what the water used was. Nelms said they will have a well and storage tanks. Davis asked how much water refuge they would have. Nelms said, per the site plan, there are wash pits. Once we load, we will stop there and wash the truck. The water will go in the first pit and run to the last. It is a closed-loop system. Davis asked if the DEQ monitored what you do. Nelms said yes, they monitor everything. Davis asked if there was a Neighborhood Information Meeting about this. Heinzer said no; one was not required. Cable asked if the company owned this property. Nelms said not right now, but if we get this zoning change, we will purchase the property. Cable asked if the racetrack would stay. Nelms said yes, it is across the street. Hedrick asked if the washout pits were on the site plan; Nelms said yes. Cable asked how many trucks would run. Nelms said ten total but probably three to five to start with. Cable asked what the hours of operation would be. Nelms said it is customer-driven, so the hours will change based on that. Page 8 of 9 8/4/2026 Beeson asked if some work would be done at night. Nelms said yes if needed. Beeson stated there is not a lot of residential space in this area. Hedrick asked if the site was visible from the road and if the squiggly lines on the site plan were vegetation. Nelms said yes. Hedrick also asked if they would have to clear several of the trees and how close to the HWY they would clear. Nelms said they would meet the 35ft setback required, and it was going to be similar to the asphalt plant beside them. There will be a buffer, but it's not going to be as thick as it is now. Beeson asked to see the aerial map. The Board discussed the setback and vegetation. Hedrick stated that the Board wanted to protect the 421 corridor. Nelms said the office would be closer to Willard Rd, not the Hwy side. Cable asked whether he would be able to keep what is pictured as vegetation and what would be on the Willard Rd side. Nelms said there will be two entrances on Willard Rd. Beeson asked if the northern corner would remain. Nelms said yes. Cable asked what the total length of operation was. Nelms said 150 feet roughly. Cable stated that he was worried about the vegetation. Nelms said the lot is mostly cleared, so we will only cut what is necessary. We have to maintain buffers. Pell asked if there were any more questions. Hedrick asked what the total daily water usage was. Nelms said it would depend on the demand. Hedrick asked, Have you had problems with water depletion. Nelms said, I've been in the business a long time, and we've never had that problem. Davis said the property size is going to impact growth of the site. Nelms said that concrete has come a long way, and you can do a lot with a smaller plant. Cable asked about lighting and fencing. Nelms said they would have a fence around the property with a gate, and they would have several lights. Cable said, I think this is a viable area for this with a good business plan in an area that has grown. We are just trying to protect vegetation in the area. Beeson stated that the Board needed to stress the buffer on the Hwy side. Page 9 of 9 8/4/2026 Hedrick said this property touches industrial use. We want to protect the scenery of HWY 421. The board discussed buffers and the conditions they wanted to add. The applicant will maintain a no-cut buffer on the east side of the property adjoining Hwy 421. If vegetation is removed, it must be replaced with a single row of evergreens, and the applicant would apply for all federal and state permitting and regulations to operate a concrete batch plant. The Chair closed the public hearing for discussion among the Board members and a possible motion. On the motion of Cable, seconded by Davis, with a vote of 7-0, the Planning Board voted to approve the request with the motions contained in the Planning Board agenda packet. 6. Update from the Planning Director Planning Director Kim Heinzer had no comments. 7. Adjournment. Having no further business, on the motion of Cable, seconded by Beeson, the Planning Board voted 7-0 to adjourn at 07:14 PM. Chairman Clerk to the Planning Board
