MOORE VARIANCE REQUEST #2026-00022037 Page 2 of 3 9/8/2026 The Randolph County Zoning Board of Adjustment will hold a duly published and notified quasi-judicial hearing on the Variance requested by Jeff Moore, Asheboro, NC, to use the property located at 1604 Red Wolf Ln, Grant Township, Tax ID #7669330254, .51 acres, RR - Residential Restricted District, in a way not permissible under the literal terms of the Randolph County Unified Ordinance. The applicant desires to obtain a Variance to specifically allow a site-built home on .51 acres instead of the required 40,000 sq. ft. (Property Owner: Mark Braswell) Heinzer presented the first case of the night. The Chair opened the public hearing. Larry McKenzie, 1095 Bunting Rd, was sworn in by County Attorney Ben Morgan. McKenzie stated that he owned the property and that Scott Cole, a soil scientist, had completed the soil evaluation, laying out a new system with a one hundred percent repair area. The DOT had purchased every other property except this one, so since there used to be a house on the property, I thought I could put in another one. I want to put a stick-built house back on the property, but I will need a variance since the lot is not 40,000 sq ft. Pell asked if anyone had questions. Davis asked if the septic would fit on the property. McKenzie said yes. Pell asked if putting a house back on this property would meet all the required setbacks. McKenzie said yes, all setbacks would be met. Austin asked if there was already a driveway on the property. McKenzie said yes. Davis asked who owned the property before. McKenzie said Mark Braswell had a mobile home on the property. Hedrick asked if the mobile home that used to be there fit into the parcel. McKenzie said yes. Beeson asked if the lot to the south was bought by the DOT. McKenzie said yes, the DOT bought most of the lots on that side of the road except this one. Pell closed the public hearing. Hedrick stated his only concern was when the Board redid the NE Growth Management Plan. It lists the zoo connector as a scenic corridor. Page 3 of 3 9/8/2026 Davis asked what was to become of the land if there was no house there. Cable stated that when we were doing the Growth Management Plan, this type of situation wasn't even thought about. This situation has left us with a decision to make. Let them rebuild something or let it grow up. If the applicant can build and meet all required setbacks, that would be better than it just being vacant. Davis asked if the sign was posted and if any complaints had been received. Heinzer said yes, the sign was posted, and no complaints were made. Davis said we do have our UDO to follow, but situations like that is why we have a Board of Adjustment. Hedrick said, with a variance, you must have a hardship, and the hardship was created when the DOT took some of the land. Hedrick also stated that he feared that if the DOT sells other properties, the new owners will come asking for variances to build along that corridor. Davis said this is a judgment this Board is going to have to make. On the motion of Davis, seconded by Austin, with a vote of 7-0, the Zoning Board of Adjustment voted to approve the request with the motions contained in the Zoning Board of Adjustment agenda packet. 6.Update from the Planning Director Planning Director Kim Heinzer had no comments. 7.Adjournment. Having no further business, on the motion of Cable, seconded by Hedrick, the Zoning Board of Adjustment voted 7-0 to adjourn at 06:19 PM. ________________________________ Chairman ________________________________ Clerk to the Board
